PW CASE <br /> <br />DISCUSS 1999 IMPROVEMENT PROJECT TO PROVIDE SEWER AND WATER TO <br />THE PARABODY AND WALTEK EXPANSIONS <br /> By: Steven Jankowski, City Engineer <br /> <br />Background: <br />Over the past several months, both ParaBody and Waltek have been preparing plans for the <br />expansion of their facilities located on County Road #57. Both of these projects anticipate some <br />water system extensions, and the Waltek projects would also require a sanitary sewer extension. <br />The purpose of this case is to advise the Committee on the need and cost of these improvements, <br />and what revenue could be expected to offset these costs. This project is not in the current CIP <br />plan, as neither of these expansions were anticipated. <br /> <br />The ParaBody project does not require sanitary sewer, since it will be possible to connect the <br />building expansion into the existing sanitary sewer. At a minimum, however, the watermain will <br />need to be extended 400 feet north of its current terminus along Sunfish Lake Boulevard, since <br />ParaBody will loop this watermain around their building. However, it would be desirable to <br />complete a 12-inch loop by connecting with the 12-inch dead end on Sunwood Drive and County <br />Road #57, since this would increase fire flows within the entire area. <br /> <br />The Waltek project would require that both sewer and water be extended 1,100 and 1,200 feet, <br />respectively, to bring municipal services to the site. This extension would also provide service to <br />Champlin Towing and Koenig Insulation and a vacant parcel owned by Waste Management, Inc. If <br />the watermain is extended to serve Waltek, it is staff's recommendation that it be extended an <br />additional 1,200 feet to complete the 12-inch loop. <br /> <br />The total cost of the sanitary sewer extension, including project overhead, is estimated to be <br />$33,000, while the cost of the 12-inch watermain looping is $130,000. If trunk sanitary sewer and <br />watermain charges are collected from the ParaBody expansion lot, the vacant lot, Koenig Insulation, <br />Champlin Towing, and Waltek, $172,500 in revenues would be generated. In addition, roughly, <br />$65,000 could be special assessed as lateral sewer and water charges. <br /> <br />In summary, a decision of whether this project should be pursued is dependent on financing. It is <br />feasible to generate more than enough revenue to finance this project through assessments, <br />providing the benefited properties are willing to pay, or the City is willing to special assess in spite <br />of their objectives. A second possibility is to utilize TIF funding for this project. <br /> <br />Recommendation: <br />Although the watermain looping would be a very desirable improvement to our water distribution <br />system, staff would only recommend this project if it would extend utilities to Waltek. The <br />ParaBody project could be looped by extending the 12-inch watermain to the parcels northern <br />boundary and then looping the site with a private watermain.
