focused on an area east of Ramsey Boulevard and south of the Boy Scout camp. The boundaries <br />of this study were limited to the area where two-foot topographic contours were available. This <br />study modeled the ponding basins and provided 100-year flood elevations on wetlands and <br />ponding basins within the study area. The study also provided recommendations for outlets, <br />specific pipe sizes, and cost estimates for the elimination of land-locked drainage basins. The <br />information provided was used to determine the amount of storm water trunk charge that the City <br />collects as a development charge. Mr. Jankowski continued that the 1998 watershed plan was <br />approved by the BOWSR Board on May 7, 1999, replacing an earlier watershed plan that was <br />adopted in February 1991. The report dealt primarily with water quality issues including an <br />inventory of those resources, policies for their protection and an implementation program. It is <br />expected that the individual four cities comprising this WMO will utilize this document to bring <br />their own local water resource plans in conformance. <br /> <br />Councihnember Haas Steffen inquired how many county ditches there are. <br /> <br />Mr. Jankowski replied the major ones are #43 and #3 (or 66) and Trott Brook, Ford Brook and <br />Demerest Brook. <br /> <br />Councihnember Haas Steffen asked if any are jurisdictional ditches to which Mr. Jankowski <br />replied that he would check to see ifTrott Brook is. <br /> <br />Mr. Jankowski offered that at this point, the City should consider an update of its storm water <br />plan for the following reasons: an updated storm water plan will be needed to compliment the <br />City's comprehensive storm water plan; an updated storm water plan is required by the WMO <br />plan to ensure water quality standards are adequate and consistent throughout the watershed; and <br />a mechanism for generating revenue to finance storm water projects needs to be identified and <br />implemented. <br /> <br />Councilmember Haas Steffen stated that her problem is that we need a contract between the <br />WMO and the City of Ramsey. She felt that the language is disturbing because it says that the <br />City shall contract with the WMO and that the WMO has to approve it. She felt we need to look <br />at this contract before we go out for RFP's. <br /> <br />Councilmember Zimmerman suggested maybe concentrating our efforts on the south side of <br />Trott Brook. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Zimmerman to table <br />this issue and discuss it again after we receive more information. <br /> <br />Motion carried.
