Case #4: Communication with Anoka County Regarding 1999 Construction Season <br /> <br />Mr. Jankowski referred to a letter from Mr. Randy Bettinger regarding the intersections with <br />Anoka County which meet warrants for signalization. He referred also to a draft letter to the <br />County Engineer, which not only supports the signalization of the intersection of C.R. #116 and <br />Dysprosium/Thurston but, in addition, identifies other construction and planning priorities within <br />the City. Mentioned was financing #83 up to C.R. #22. We would then talk about this corridor <br />study. We would ask them to do this to pave the way to do a project between #57 and #47. Mr. <br />Jankowski stated that his reason for bringing this issue to the Committee is to see if they want to <br />add anything. <br /> <br />Consensus of the Committee was to relay to the County that the City continues to be extremely <br />supportive of the installation of traffic signals at C.S.A.H. #116 (Industry Avenue) at <br />Dysprosium Street/Thurston Avenue. Also encouraged is the reconstruction of C.R. #83 from <br />C.R. #63 to C.R. #22. The City understands that this project will be a part of the 1999 <br />construction activities and to advise staff if this is not the case. Another recommendation would <br />be C.R. #56 and C.R. #57 for inclusion in the County's 1999 overlaying program. The <br />Committee also asked that Mr. Jankowski mention that Ramsey continues to be very interested <br />in partnering with Anoka County and the City of Anoka to undertake a corridor study of C. R. <br />#116 such that the segment between T.H. #47 and C.R. #57 can be upgraded to a four-lane, <br />divided highway at the earliest opportunity. <br /> <br />Case #5: Update on Storm Water Planning (Revisited) <br /> <br />Mr. Jankowski brought back the draft of the Joint Powers Agreement between the City of <br />Ramsey and the Lower Rum River Water Management Organization (LRRWMO). The fourth <br />"whereas" - that's the whole City if you take on the whole system. He noted the City can name <br />the county ditches we want to do. <br /> <br />Discussion ensued relating to what should be included and some language changes. <br /> <br />The Committee directed that Mr. Jankowski "clean the language" up in the draft before <br />discussing it with the WMO. <br /> <br />Case #6: Consider Septic System Inspection Program <br /> <br />Mr. Jankowski stated that we have changed what we have done with regard to our septic system <br />ordinance. We required ourselves to inspect the systems. Then we said the homeowner could do <br />it themselves. We did not really have that done. Sometimes the Building Official would be able <br />to go out. With the new ordinance, we require inspections in a limited number of circumstances <br />- sale, bedroom addition, etc. <br /> <br />The Committee tabled action on this case. <br /> <br />Public Works Committee/February 16, 1999 <br /> Page 5 of 7 <br /> <br /> <br />
