Ramsey Police Department <br />Supplemental Investigation Report <br /> <br />99-048865 <br /> <br />On March 19, 1999, at 01:30 hours, I overheard Central Communications dispatch Officer <br />Erdman of the Ramsey Police Department to 7550 Hwy 10,- Diamond's Sport's Bar, on an <br />anonymous report of females stripping at the above location. The anonymous report also <br />indicated that the strippers were from Cutting Edge Entertainment. Officer Erdman and <br />myself arrived approximately 5 minutes later, we observed several vehicles in the parking lot <br />of the location. We both attempted to gain entry to the location by the front door and <br />observed that the front doors were locked. We looked through the windows of the front <br />doors and could observe nobody inside the bar and no strippers. There were no other <br />windows in the front of the bar to look inside to see if any activity was taking place. <br /> <br />I then walked to the south side of the bar and located that the entire rear of the bar was <br />contained within a 8' chain link fence. I climbed over the 8' chain link fence and walked to <br />the rear of the location, where I did observe some windows and two doors. I looked inside <br />the windows and observed near the stage location, two females who were totally nude <br />dancing for several males that were seated around a table and for two males that were on <br />the dance floor, one seated in a chair and one lying on the floor. One of the females was <br />straddling the male that was sitting on the chair and one of the females was squatting over <br />the male that was lying on the floor. I observed that the females were holding several dollar <br />bills in each hand. <br /> <br />I then walked up to the rear door and found the door to be unlocked and had entered the <br />establishment and did observe that there were several individuals sitting around a table near <br />the stage. They did have glasses in front of them filled with a liquid, unknown if it was <br />alcohol or not or unknown if they were glasses left from other patrons after the bar had <br />closed. I did observe again that there were two females totally naked dancing on the stage <br />area and that there was music being played at the time. I did observe several other <br />employees at the bar and they appeared to be cleaning the bar and closing the bar down. <br /> <br />I then met with one of the owner's of the bar, Gary John Moreau, ~ He indicated that <br />all the individuals in the bar at the time were employees of the bar and indicated that the bar <br />was closed. He indicated that the females were part of his 40th birthday party, which he was <br />holding for him and his employees after the bar had closed. I advised him that I was unsure <br />if he was in violation of city code and city ordinance. But I did indicate that this activity would <br />most likely be frowned upon by the city counsel and that it would be advisable for him to shut <br />the party down at this point so that we could conduct an investigation and see whether this <br />type of activity was allowed by city ordinance or city code. He agreed and voluntarily had the <br />party shut down and had everyone leave. <br /> <br />While employees remained behind to continue closing down the bar, Officer Erdman and I <br />then went out the front door of the bar and waited in the parking lot and did observe several <br />people leave the bar. Approximately minutes later, the owner, Gary John Moreau, again met <br /> <br /> <br />
