2) Trail Locations. The location of a bituminous trail has generated some discussion over the <br /> past several months. The plans currently have included an eight-foot bituminous trail located <br /> on the north side of the road from C.S.A.H. #5 to T.H. #47. Staff has prepared a memo that <br /> identifies the relative advantages and disadvantages for locations on both the north and south <br /> side. Staff has no strong opinion of which side the trail should be placed or even whether a <br /> trail or sidewalk might be placed on both sides. <br />3) Terrace Trees. The current plans have not included any terrace trees within this project. <br /> However, terrace trees could be added to beautify the project. Within time, these trees will <br /> provide a degree of visual screening and noise reduction to the 13 adjacent homes. Mature <br /> trees lining a roadway also tend to enclose the roadway and reduce speeds. <br /> <br />Councilmember Connolly asked why the trail would be eight feet wide. <br /> <br />City Engineer Jankowski replied primarily to accommodate bicycle traffic plus the standard has <br />been to install trails eight to ten feet wide. <br /> <br />Councilmember Hendriksen questioned the right-of-way at the intersection of Sunwood Drive <br />and Nowthen Boulevard by the right turn lane. <br /> <br />Rob and Joyce Kalstabakken, 5571 Sunwood Drive, stated that she went out and measured the <br />road herself. <br /> <br />City Engineer Jankowski stated that the right-of-way is 11 feet. <br /> <br />Director of Public Works Kapler stated that they have discussed the option of placing trees on the <br />residents' property to add some screening from the trail. <br /> <br />Councilmember Zimmerman suggested having a neighborhood meeting to determine what the <br />residents want. <br /> <br />Mr. and Mr. Kalstabakken gave reasons why the trail should be moved to the south side of <br />Sunwood Drive. She explained that there are no utility boxes or driveways on the south side and <br />the trail would then be on the same side as the park. <br /> <br />Councilmember Hendriksen stated that one of the destinations people will have is the park and, <br />in his opinion, the trail should be built on the south side for the new extension and the existing <br />development because it will have the least impact on the neighborhood. <br /> <br />City Engineer Jankowski stated that he would like to have the bidding started by November 1, <br />1999. <br /> <br />City Administrator Norman suggested having another Public Works meeting in August and to <br />hold a neighborhood meeting beforehand. <br /> <br />Public Works Committee/August 17, 1999 <br /> Page 7 of 8 <br /> <br /> <br />
