Councilmember Hendriksen suggested that this sounds like it commits the City to form a <br />TIF District even if we are not in favor of what's on the table. It's been noted that the <br />site requested is not a good site. He is opposed to this type of commitment. If our City <br />Attorney can come forward with better verbiage, that doesn't commit the City in this <br />way, then he would be in favor of that. He added that he would be interested in moving <br />forward with the project - but not in that particular area. <br /> <br />City Attorney Goodrich felt that the wording was sufficient but that he would change a <br />couple of terms. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to <br />table action on this issue until City Attorney Goodrich has the verbiage changes, which <br />would be later on in this evening. <br /> <br />Further discussion: Mayor Gamec thought that Case lA ought to be tabled also. <br />Councilmember Hendriksen disagreed. He stated he was opposed to tabling action on <br />Case lA (6). <br /> <br />Mayor Gamec performed a roll call vote on whether or not to table Case #1 and not Case <br />#lA. <br /> <br />Councilmember Hendriksen aye <br />Councilmember Anderson aye <br />Councilmember Zimmerman aye <br />Councilmember Haas Steffen nay <br />Mayor Gamec nay <br /> <br />Motion carried. <br /> <br />Case #lA (6) Information on T.H. #47 ACCAP Housing <br /> <br />City Administrator Norman stated that on July 28, 1998, City Council passed a motion to <br />work with Anoka County Community Action Program (ACCAP) to utilize the properties <br />obtained for the T.H. #47 project for special needs housing. In all, 13 homestead <br />properties are proposed to be acquired for this project. A parcel comprised of a <br />combination of seven of these properties was illustrated and presented in the case. Of the <br />existing seven homesteads within this parcel, two would be removed to accommodate the <br />alignment of Sunwood Drive. The remaining five homes would be located on a parcel of <br />approximately 4.2 acres bounded between Sunwood Drive and T.H. #47. This seven-unit <br />block of homes originally comprised a total of 11.2 acres. Approximately 1.9 acres of <br />highland area would be severed west of and north of Sunwood Drive. The remaining 5.1 <br />acres would be consumed by road fight-of-way and wetland. He noted that Mr. <br />Jankowski had some numbers/information, however, he was not yet present at the <br />meeting. <br /> <br />City Council/February 9, 1999 <br /> Page 5 of 13 <br /> <br /> <br />
