Councilmember Hendriksen understood that it stays on until we have completed the <br />comp plan and also updated our ordinances to reflect the comp plan. <br /> <br />Community Development Director Sherman stated that this is not tied to any action - we <br />are only doing a date certain and allowing the City to get the zoning ordinance in place. <br /> <br />Councilmember Haas Steffen referenced the area south of C.R. #116 where we might be <br />looking at frontage roads. This area is probably in that - will this hinder it? <br /> <br />Ms. Sherman replied no - it positively will not. <br /> <br />Councilmember Haas Steffen mentioned that the Millis' were looking for access. Will <br />this prohibit anything. Is there any way we can get this access if necessary. <br /> <br />Councilmember Hendriksen pointed out that there is a hardship clause. <br /> <br />Ms. Sherman added that Section 3 does not say that it restricts accesses. <br /> <br />Councilmember Haas Steffen stated that she wants to be sure we can construct a road or <br />do something temporary to allow the Millis' the ability to get to their building. <br /> <br />Councilmember Hendriksen asked why are we going about this taking the "eye-dropper" <br />approach. We are doing the smallest number of parcels each time we do this. There is a <br />potential of a parcel getting left out. He stated he is pleased this is six months and not 90 <br />days, but he would rather see a more comprehensive approach to placing a moratorium. <br /> <br />City Administrator Norman explained that the reason we are more site specific was to <br />address the talk about the City being anti-development. <br /> <br />Councilmember Hendriksen felt that there will still be some who complain. He does not <br />feel that Ramsey is anti-development; we have been more in the other direction. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />adopt Ordinance #99-02 extending a moratorium on certain parcels within the City of <br />Ramsey. <br /> <br />Further discussion: Jim Brommer, Kenco Contractors, stated that they have two parcels <br />north of the railroad tracks and west of Armstrong. They submitted application to build <br />an office building. He stated he is trying to get educated on what's projected by the City <br />of Ramsey with regard to the comp plan.
