Councihnember Haas Steffen asked what is the problem with the Authority; it is the same <br />Statewide. <br /> <br />Councihnember Hendriksen reiterated that he is uncomfortable with one member. <br /> <br />Councilmember Haas Steffen stated that Council could have voted against the appointments but <br />no one did. The only way to remove an appointment now is through malfeasance and she did not <br />believe that would be the case. The appointees are for the betterment of the City. <br /> <br />Councilmember Hendriksen felt that history does not show that. We have a track record of Glen <br />Hardin in his official capacity of this City. Immediately after his election, his bank showed up as <br />an official depository. <br /> <br />Councilmember Haas Steffen stated that past history is deemed to be not an issue. We have no <br />reason now to remove an individual. <br /> <br />Councihnelnber Hendriksen stated that Council has a fight to disband the EDA if that is our <br />choice. He stated he would personally vote to disband them. He added that Mr. Hardin was <br />voting on matters that dealt with his bank - preliminary plat approval on subdivisions financed <br />by his bank - such as Apple Ridge. He stated he investigated these dealings and they were very <br />significant financial deals. There were departures from the City Code in terms of financial <br />departures on that project. Mr. Hardin did not vote on the final plat but there was no way to turn <br />it around for the final. It was interesting the way plats were handled after that. It was more <br />difficult for someone to determine what financial institution was financing a project. He named <br />the NAU comPanies - the property along Highway #10. As a Planning Commissioner, then <br />Finance Officer Jessie Hart withheld from us the letter of credit - only stating that a letter of <br />credit was received - not who the letter was through. Councilmember Hendriksen found that to <br />be suspicious. He believed it was an effort to conceal financing on that project. Upon inquiry, <br />he responded that the concealing was done by someone on staff and he reiterated that he felt that <br />was suspicious. In any event, if you take all things that have happened over the years and ignore <br />them - we are still left with the Landmark Bank deal. That is a bad contract in this City. That is <br />a horrible contract for this City. The primary person pushing that was Glen Hardin. Despite all <br />the objections, if you believe no one else on the face of the earth, you still have to consider his <br />judgement on that project. Councilmember Hendriksen stated he believes we need to look at a <br />different organization for the EDA. If that means disbanding and refilling it, then he is willing to <br />do that. <br /> <br />Mayor Gamec stated that he had recommendations from five different people. <br /> <br />Councilmember Haas Steffen stated that Council went through the process and appointed. There <br />is no malfeasance if Mr. Hardin wants to move forward.
