of accessory building space and the single building size restrictions on his property at <br />6131 Green Valley Road. Mr. Landowski raises horses and likes to ride year around. He <br />is proposing to construct a 13,200 square foot indoor riding arena. His property is 10 <br />acres in size and City Code allows a total of 5,264 square feet of garage and accessory <br />building space on the property; and no single building should exceed 4,400 square feet in <br />size. He currently has an 836 square foot garage and a 1,950 square foot barn, for a total <br />of 2,786 square feet of accessory building space. This leaves him with a remaining <br />accessory structure allotment of 2,478 square feet. His proposal for an indoor riding <br />arena is a 10,722 square foot overage in the total amount of accessory structure space <br />allowed on the property and an 8,800 square foot overage in the single building size <br />restriction. The exterior facing finish on the structure is colored, metal panels to match <br />the home and existing barn. Although it is not required, the structure will be designed <br />with soffit, fascia and eave overhang to make it more compatible in appearance with the <br />home. Ms. Frolik explained that the property is located north of Trott Brook in the Rural <br />Service Area where there is currently a density zoning restriction of four units per 40 <br />acres to one unit per 2.5 acres, which is still quite rural in character. Because of the <br />erratic changes in topography on Mr. Landowski's property, the arena will be hardly <br />visible from Green Valley Road. It will be visible from St. Francis Boulevard but that <br />too will diminish when the parcel in the northwest quadrant of #47 and Green Valley <br />Road develops. Ms. Frolik informed Council that the Planning Commission conducted a <br />public hearing regarding Mr. Landowski's request and received one letter in support of <br />the request. Staff and the Planning Commission are recommending approval. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />adopt Resolution #99-03-051 adopting Findings of Fact #0487 relating to a request fi.om <br />Gregory Landowski for a Conditional use Permit for an overage in the amount of <br />accessory structure space allowed on a parcel of land, and the single building area and <br />height restrictions. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman.
