Upon request, Ms. Gallagher presented some land valuations on sewered lots, and upon <br />inquiry, explained that all valuations are based on sales comps. <br /> <br />Discussion ensued relating to how values are placed on properties and what amenities <br />come into play. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Hendriksen to <br />request the County Assessor revisit the valuation of Mr. Borchard's property. The <br />concern is a potential $3,000 discrepancy on the land. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Hendriksen, <br />Anderson and Zimmerman. Voting No: None. Absent: Mayor Gamec. <br /> <br />It was determined that the Board of Review would reconvene at 5:30 p.m., Tuesday, <br />April 27, 1999. <br /> <br />Richard Eliason, 5221 - 147th Circle NW, Ramsey (25-32-25-21-0032) reported that in <br />1998, his property valuation was at $153,000 and went to $158,000 for 1999. For 2000, <br />the valuation went to $169,000. He asked for justification for a $5,000 increase in value <br />this year and $10,000 the next year. <br /> <br />Ms. Gallagher pointed out that there has been a tremendous market this year. The overall <br />average increase for this year is 6.7%, with last year being 5.3%. She noted that she did a <br />review of the Eliason property in 1997, and that she would meet with them again if they <br />would like. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Cotmcilmember Hendriksen to <br />request the County Assessor do a review of Mr. and Mrs. Eliason's property. <br /> <br />Motion carried. Voting Yes: Councilmembers Haas Steffen, Hendriksen, Anderson and <br />Zimmerman. Voting No: None. <br /> <br />Mayor Gamec arrived - 820 p.m. <br /> <br />Terry Hendriksen, 15631 Ramsey Boulevard NW, Ramsey (22-32-25-22-0010) inquired <br />if the increase in his property was based on the average of the area. <br /> <br />Ms. Gallagher stated that she groups homes together with things in common and the <br />group of properties similar to Mr. Hendriksen's saw a large increase in the value of land. <br />They also saw a structure adjustment. <br /> <br />Mr. Hendriksen stated he does not object to the value of the structures, but felt that using <br />averages to adjust his property gives it a false value. He stated he has one acre that was <br />severed by a County road and 2.5 acres are wetland, etc. He felt that these factors should <br />have entered into the formula for valuation.
