Voting No: None. <br /> <br />Discussion Item: Preliminary Discussion on Administrative Policy <br />Regarding Recruitment Policy for Reclassified Positions <br /> <br />A discussion was held at the Personnel Committee level regarding recruitment policy for <br />reclassified positions. The policy will be on the next Personnel Committee agenda. <br /> <br />Councilmember Haas Steffen stated she would think for a temporary position to change <br />status it should happen in a budget year. She is concerned because the benefits change <br />the cost of the position. She is not against the policy, she is concerned about the money <br />and pointed out that the City is in the first quarter of the year. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Board of Review <br /> <br />Mayor Gamec reminded all that the Board of Review meeting is scheduled for 7:00 p.m., <br />Wednesday, April 14, 1999. <br /> <br />2) Appreciation Dinner <br /> <br />Mayor Gamec reminded that those planning to attend the appreciation dinner should get <br />their reservations in. <br /> <br />3) Budget Summary <br /> <br />Councilmember Haas Steffen felt it would be most helpful to have a summary on how we <br />are doing on the income side and the expense side with regard to the budget. <br /> <br />4) Letter - Rail Authority <br /> <br />Councilmember Haas Steffen noted a letter from the Rail Authority asking Ramsey to fill <br />out a grade. The reason the eastern part of the Metro Area is in the situation they are in is <br />they could not decide on what to choose. These folks did not do their homework; <br />sometimes you have to suffer for what you do not get done. <br /> <br />5) Liquor License - Charitable Gambling <br /> <br />Attorney Goodrich presented answers to questions posed by Councilmember Haas <br />Steffen earlier in the evening. The maximum on-sale liquor licenses the City of Ramsey <br />can issue are 12. The number of off-sale is an unlimited amount. <br /> <br />With regard to charitable gambling - the State determines the criteria for an organization <br />to be able to apply to the City for a charitable gambling permit. <br /> <br />City Council/April 13, 1999 <br /> Page 13 of 14 <br /> <br /> <br />
