Case #7: <br /> <br />153ra/155th Avenue Extension between Variolite Street and Armstrong <br />Boulevard <br /> <br />City Administrator Norman stated that the 153/155 Avenue project has been on the <br />drawing board for quite some time. The 1999 CIP has a budget of $916,000 for the <br />completion of this extension between Armstrong Boulevard and Variolite Street. The <br />project has been scheduled for construction in 1999. He noted that, initially, plans and <br />specifications for the project were completed back in 1995, however, the project was <br />never pursued due to competing, higher priority projects. Mr. Norman pointed out that to <br />do the project at this time, the plans and specifications need to be updated, right-of-way <br />needs to be acquired from six property owners, and temporary construction easements <br />need to be obtained from one additional property owner. Four appraisals were initially <br />prepared for these properties in 1995. One of these appraisals has been updated. The <br />City Engineer contacted Evergreen Land Services Co., who are working on the #47 <br />project, and they have presented a proposal to coordinate the appraisal updates and <br />negotiate the purchase agreements with the landowners. <br /> <br />City Engineer Jankowski stated that he updated the costs because the original appraisals <br />were done in 1995. We will have approximately $170,000 more in cost than what is in <br />the account to do this project, however, there is money available from the MSA account. <br /> <br />Councilmember Haas Steffen thought that one of the landowners, D.A. Smith, was at a <br />Council meeting a while ago and we took action at that time to direct staff to acquire this <br />property. We need to move forward on this. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />direct staff to update the plans and specifications and the property appraisals for the <br />153rd/155th Avenue extension between Variolite Street and Armstrong Boulevard. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Anderson, <br />Hendriksen and Zimmerman. Voting No: None. <br /> <br />Motion by Councilmember Haas Steffen and seconded by Councilmember Anderson to <br />contract with Evergreen Land Services Co. to coordinate the appraisal updates and <br />negotiate the purchase agreements. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Haas Steffen, Anderson, <br />Hendriksen and Zimmerman. Voting No: None. <br /> <br />Case #8: <br /> <br />Proposed Ordinance to Amend Chapter 5 (Animals and Fowl; Dog <br />Regulations) and Chapter 9 (Zoning and Subdivision of Land; <br />Definitions) of the Ramsey City Code <br /> <br />Zoning Administrator Frolik stated that the City Code currently restricts the number of <br />adult dogs allowed on a single parcel of land to two. To have more than two adult dogs <br />on a parcel requires a conditional use permit.
