<br />CITY COUNCIL WORK SESSION <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />The Ramsey City Council conducted a City Council Work Session on Tuesday, January 23, 2024, <br />at the Ramsey Municipal Center, 7550 Sunwood Drive NW, Ramsey, Minnesota. <br /> <br />Members Present: Mayor Mark Kuzma <br />Councilmember Chelsee Howell <br />Councilmember Debra Musgrove <br />Councilmember Michael Olson <br />Councilmember Chris Riley <br />Councilmember Dan Specht <br />Councilmember Matt Woestehoff <br /> <br />Also Present: City Administrator Brian Hagen <br /> City Engineer/Public Works Director Westby <br />Finance Director Diana Lund <br />Community Development Director Stephanie Hanson <br />Planning Manager Todd Larson <br /> Economic Development Manager Sean Sullivan <br /> Zoning Code Enforcement Officer Craig Swalchick <br /> City Attorney Fritz Knaak <br /> <br /> <br />1. CALL TO ORDER <br /> <br />Mayor Kuzma called the City Council Work Session to order at 5:30 p.m. <br /> <br />2. TOPICS FOR DISCUSSION <br /> <br />2.01: Anoka County Assessor Property Valuation Process <br /> <br />Alex Guggenberger, the Anoka County Assessor, reviewed the report on the County property <br />valuation process. He reviewed his assessment process, the appeals process, the changes in values <br />over the last 10 years, and the 2024 assessment that they are wrapping up in the next few weeks. <br /> <br />Councilmember Woestehoff asked if the trends come from the State. <br /> <br />Mr. Guggenberger said yes; however, they do calculate their own trends when it comes to appeals. <br /> <br />City Administrator Hagen shared they plan on summarizing Mr. Guggenberger’s presentation into <br />the upcoming newsletter. <br /> <br />City Council Work Session / January 23, 2024 <br />Page 1 of 9 <br /> <br />
