Case #13: Adopt Ordinance Establishing a Storm Sewer Utility System <br /> <br />It was noted that the ordinance document was not available. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to <br />table action at this time on establishing a storm sewer utility system. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman <br />and Anderson. Voting No: None. <br /> <br />Case #14: City of Ramsey Comprehensive Plan <br /> <br />Community Development Director Sherman stated that she made changes to the draft <br />Comprehensive Plan as directed by Council. <br /> <br />Councilmember Zimmerman stated that he has a problem with clustering development <br />and he feels that should be stricken from the plan. <br /> <br />Discussion ensued relating to the clustering and how it would preserve open space, and <br />what other cities are doing in this regard, etc. Councilmember Anderson commented that <br />clustering would keep the rural flavor of Ramsey. Councilmember Hendriksen stated <br />that he was not necessarily opposed to clustering. Mayor Garnet hoped that the City <br />could have some of these new innovative ideas. Councilmember Hendriksen stated that it <br />could be left in the plan as an option and the City could have very tight control over it. <br /> <br />Motion by Councilmember Hendriksen to table action on the comp plan and that <br />Councilmember Zimmerman should work with staff to find language relative to <br />clustering that he can agree with and then bring it back with all changes included for the <br />rest of Council to review. <br /> <br />Motion dies for lack of a second. <br /> <br />Councilmember Hendriksen stated that <br />development but with tight criteria. He <br />clustering to subdivide the outlots. <br /> <br />he feels the City should allow cluster <br />felt that the Metropolitan Council wants <br /> <br />Motion by Mayor Gamec and seconded by Councilmember Anderson to forward the <br />Comprehensive Plan on to the Metropolitan Council with the changes Council had <br />already directed. <br /> <br />Further discussion: City Attorney Goodrich stated that this action would pass by a simple <br />majority, however, when the comp plan is up for adoption following review by the <br />Metropolitan Council, that would require a 4/5 vote. Mayor Gamec pointed out that the <br />Council can still make changes al2er the Met Council has had the document also. <br />Councilmember Anderson stated that she would like for the entire Council to be able to <br /> <br />City Council/May 25, 1999 <br /> Page 19 of 25 <br /> <br /> <br />
