This provision does not apply to marital status or familial status, as protected under the Minnesota <br />Human Rights Act. Employment of the spouse of an elected or appointed officer or employee is <br />not prohibited; however, appointment or assignment of an employee's spouse in the same <br />department in which the employee works is prohibited if the appointment or assignment would <br />result in an employee directly supervising or influencing the recruitment, employment, salary, fees, <br />or performance review of the employee's spouse. <br />Appointment to a position with the City shall not be construed as an employment contract between <br />the city of Ramsey and an employee. All employees whose positions are covered by this policy are <br />appointed by - and serve - at the sole discretion of the employer. <br />3.10 Probation <br />Subject to the provisions of an applicable collective bargaining agreement, every original <br />appointment and every promotional appointment, is subject to a probationary period of one (1) six <br />(6) months year, except for patrol officers, paid on call firefighters, and Department Heads who <br />r probationary period. During the probationary period a probationary employee <br />may be terminated at the sole discretion of the City. If terminated during the probationary period, <br />the employee shall be notified in writing of the termination and shall have no right to appeal the <br />termination. <br />Employees may use sick and vacation leave during their probationary period at the discretion of <br />the Department Head. <br />At the sole discretion of the City Administrator, an employee's probationary period may be <br />extended for 90 calendar days. Completion of the probationary period or any extended <br />probationary period is not, and cannot be construed as, a promise of continued employment or <br />otherwise altering the at -will nature of employment. <br />3.11 Supplemental Employment <br />No city of Ramsey patrol officer shall work as a police officer or keeper of the peace directly for <br />any establishment in the City or at any special private functions within the City. Officers needed at <br />special functions shall work as f Ramsey employees and shall be paid directly by the City. <br />The City, in return, will bill the person or entity requesting the officers' presence at the function <br />from which payment the City will roimbura itself for the officers' services. <br />The potential for conflicts of interest is lessened when individuals employed by the city of Ramsey_ <br />regard the city as their primary employment responsibility. All outside employment is to be <br />reported to the employee's immediate supervisor. If a potential conflict exists based on this policy <br />or any other consideration, the supervisor will consult with the city administrator. <br />Anv city employee accepting employment in an outside position determined by the city <br />administrator to be in conflict with the employee's city job will be required to resign from the <br />outside employment or may be subject to discipline up to and including termination. <br />For the purpose of this policy, outside employment refers to any non -city employment or <br />consulting work for which an employee receives compensation, except for compensation received <br />in conjunction with military service or holding a political office or an appointment to a government <br />201Page <br />
