parking spaces are provided and all traveled surfaces of the lot will be paved with bituminous. <br />With exception of a parking lot expansion area in the northeast comer of the parking lot, all <br />bituminous surfaces are proposed to be finished with B 612 concrete curbing. Staff has <br />recommended that the parking lot expansion area be finished with a bituminous berm. The <br />landscape plan consists of transplanting 11 coniferous trees to the west property line and adding <br />four maple trees and three flowering crab trees along the west elevation of the building. Staff has <br />recommended the addition of five deciduous trees and 30 shrubs to the landscape plan and the <br />applicant has modified the plan accordingly. The grading plan is being modified per the City <br />Engineer's comments in the City Staff Review Letter. The lighting plan is in compliance with <br />City Code. <br /> <br />Mayor Gamec questioned if the site plan is going to comply with future setback requirements for <br />the T.H. #47 expansion and a turn lane. <br /> <br />City Engineer Jankowski responded that they are required to have a State permit and those items <br />should be included. <br /> <br />Councilmember Zimmerman questioned how the Storm Water Management Fee was figured. <br /> <br />City Engineer Jankowski replied that it was determined by looking at the ranking that is set forth <br />in the ordinance and compares the mn-off to three times the rate of a single-family residence. <br /> <br />Councilmember Hendriksen questioned if all drainage will be kept on the property. <br /> <br />City Engineer Jankowski reviewed the drainage of the property and explained that a portion of <br />the drainage could run off the property. <br /> <br />Councilmember Hendriksen questioned if it meets the requirements that would be imposed on <br />other structures to which Mr. Jankowski replied yes. <br /> <br />Motion by Councilmember Hendriksen and seconded by Councilmember Zimmerman to table <br />the item for confirmation that all drainage is kept on the property, that the entrance to the church <br />will align with 172~a Avenue, and verification that any additional requirements from MnDOT can <br />be met. <br /> <br />Further discussion: Jay Snyder stated that his only concern with tabling the item is that they are <br />trying to get the project started by August. Councilmember Hendriksen questioned if they have <br />any problem with making the changes that have been suggested by the Council. Dave <br />Erichsmoen, the architect/contractor for New Life Church stated that the alignment of the road <br />with the church entrance is not a problem and can be easily changed, the storm water will be <br />contained on the property, and MnDOT has received the plans for approval and the church will <br />adhere to the requirements of MnDOT. Mr. Erichsmoen questioned if the Council would make a <br />motion to approve the site plan contingent upon compliance with the matters stated so that the <br /> <br />City Council/July 13, 1999 <br /> Page 10 of 18 <br /> <br /> <br />
