CITY COUNCIL WORK SESSION <br />Topic Report: Special Events Permit for <br />Lord of Life Harvest Fest <br />By: Jo Thieling, City Clerk <br /> <br /> SEY <br /> <br />Background: <br /> <br />Staff received an application from Lord of Life Church, 14501 Nowthen Boulevard NW, <br />for a special events permit. The permit is for a celebration called Harvest Fest which <br />includes carnival rides, food vendors, raffles, silent auction, wine tasting, three outdoor <br />music concerts, and fireworks. The event is scheduled for Friday, September 8, from <br />5:00 p.m. to 12:00 a.m., Saturday, September 9, from 10:00 a.m. to 12:00 a.m. and <br />Sunday, September 10, from 10:00 a.m. to 5:00 p.m. (The music on Friday and Saturday <br />nights will conclude at 11:00 p.m.) All activities will take place on the grounds or inside <br />the church. <br /> <br />City staff, consisting of the Assistant City Administrator, Finance Officer, Fire Chief, <br />Police Chief, Director of Public Works, and the City Clerk, met this past week to discuss <br />fees and what mom information would be required from Lord of Life staff to be able to <br />bring the application forward for Council approval. It was determined that a detailed <br />parking plan will be needed, as well as a refuse plan, toilet facilities plan, and the layout <br />for the fireworks exhibition. Following the meeting, staff contacted Wayne Skaff, <br />Executive Director for Lord of Life, and he will be furnishing the City with all the plans, <br />which should be available for Tuesday evening. <br /> <br />With regard to fees, a $500 escrow fee was discussed, which would be refunded if not <br />used. Lord of Life has requested 60 hours of police time and an amount of $58 per hour <br />($3,480) has been agreed upon by the Police Chief and Lord of Life. (The regular fee for <br />police coverage is $75 per hour.) Staff estimated 16 hours for clean-up, if clean-up is <br />necessary, at $58 per hour. This would be paid out of the escrow fund and the remainder <br />would be billed. There is a $50 per tent inspection fee charged by the Fire Department. <br />The inspection of the propane for cooking and the layout in the food vendor tents, etc. is <br />provided at no charge. The permit fee for fireworks is $I00, and the fee to have four <br />Firefighters on hand during the display is $12.50 per hour - per person - per display, and <br />the plan is to have fireworks both Friday and Saturday nights (total $400). There is also a <br />wine tasting permit fee of $50. <br /> <br />Staff contacted the City of Anoka to inquire about any fees they charge for the St. <br />Stephens Summerfest. There was a one-time fee of $75 charged, plus a $25 investigation <br />fee. The $75 fee is considered a continuance - as long as they have the fest annually, <br />they do not pay another fee. They simply contact City staff to let them know they are <br /> <br /> <br />
