Consent <br /> <br />ADOPT RESOLUTION AUTHORIZING THE AUTOMARK VOTING EQUIPMENT IN <br />ALL PRECINCTS IN THE CITY OF RAMSEY <br /> By: Jo Thieling, City Clerk <br /> <br />Background: <br /> <br />In 2002, the Federal Government passed the Help America Vote Act (HAVA) that requires the <br />voting method in every polling place to include a voting system that is accessible for individuals <br />with disabilities in a manner that provides the same opportunity for access and participation and <br />to vote privately and independently. The Minnesota Secretary of State's office has identified the <br />ES&S Automark system as meeting the requirements of the HAVA. Federal grant funds were <br />available to cover the capital purchase of the Automark; therefore, no additional funding for <br />election year 2006 will be required. <br /> <br />It is a requirement under Minnesota law that each municipality and township must have their <br />governing body authorize the use of the ES&S Automark prior to July 1.
