of a maintenance fee for the parking spaces for both the apartments and the retail portion of the <br />building. <br /> <br />The building is proposed to be composed of brick, stucco, and fiber-cement siding. All are <br />permitted materials in the TC-1 District. The RTC Technical Advisory Committee has reviewed <br />the site plan and has further recommended that a pedestrian pass-through be included on the <br />ground floor of the building to accommodate pedestrian access to the parking ramp. <br /> <br />The building will gain access from an alley between the building and the parking ramp. This <br />alley is 20 feet in width and is intended to provide vehicle access to facilitate deliveries and trash <br />removal for the building. Staff understands that upper stories of the building will have a slight <br />overhang that will encroach into this space; additional detail is required on this overhang to <br />ensure that emergency vehicles can gain access to the rear of this building. <br /> <br />The Planning Commission reviewed the plans on June 1, 2006 and recommended that the City <br />Council grant preliminary site plan approval. They also recommended that a skyway be <br />considered for the plan to provide resident access to the ramp, and that further consideration be <br />given for resident storage needs. <br /> <br />There is an error with the eastern property line for this lot, as recorded w/th Ramsey Town Center <br />5th Addition. The City will need to process an administrative plat prior to this project receiving <br />final site plan approval. It should be noted that it was intended for the eastern lot line for the <br />subject property line up with the edge of the parking ramp, as shown on the site plan. Because of <br />this, staff is recommending that the additional area (4,060 square feet) be transferred to the <br />applicant at no charge. <br /> <br />Anoka County HRA levy funds <br /> <br />At the City Council Work Session on May 30, 2006, the City Council requested a breakdown of <br />how the $400,000 in Ramsey dedicated Anoka County HRA levy funds would be allocated <br />towards reductions in various City impact fees. Since that Work Session, ACCAP has revised <br />their budget plan as follows: <br /> <br /> 1. $10,000 reduction in the estimated $107,170 sewer and water trunk fees due on the <br />residential portion of the building. <br /> <br />2. $120,000 to establish a rent subsidy program for 4 units over a 10 year period. <br /> <br /> 3. $270,000 loan (for other eligible expenses) at 1.6% interest with the principal of $400,000 <br />due in 30 years. <br /> <br />Livable Communities Grant Application <br /> <br />Another aspect of the project funding package includes ACCAP's application to the Metropolitan <br />Council's Livable Communities Local Housing Incentives Account Program. This application <br />requires the City Council to authorize the Mayor to attest to the following: a) City's support of <br />the project; b) that eminent domain was not used to acquire property associated with the project. <br /> <br />-216- <br /> <br /> <br />
