plotter, software, and sign materials at an estimated cost of $20,000. Staff estimates that the City <br />can produce signs at half the vendor cost with this equipment. Staff recommends that; (a) the <br />draft policy be reviewed and recommended for adoption; (b) the City authorize the purchase of <br />sign 'making equipment in the amount of $20,000 to facilitate the production of these needed <br />ad&ess signs as soon as possible; and (c) that staff identify and send notices to developers who <br />are responsible for the installation of these signs pursuant to their development agreements with <br />the City. Funding should be $5,000 fi:om the Public Works sign account and $15,000 from the <br />equipment revolving loan fund. Mr. Olson stated the developers will be given a short timeline to <br />complete this requirement. If the developers do not respond within two weeks, staff will install <br />the signs. The recommendation of the Committee was to recommend that the Council approve <br />staff's recommendation. <br /> <br />Councilmember Elvig noted once the City has the sign making capability and equipment in- <br />house they can continue with their own sign-making endeavors that come up on a regular basis. <br />This sign making equipment will be a valuable asset to the department for providing signage for <br />special community events, business access signage during detours associated with construction <br />projects, and notice of restrictions that the Police Department may require. <br /> <br />Public Works Director Olson indicated the sign making equipment will be a valuable asset to <br />other departments for special events like Happy Days and Game Fair. In addition, there are <br />construction projects that come up where the City has a need for special signage. <br /> <br />Councilmember Jeffrey inquired if the City will be able to act as quickly as the developers are <br />expected to act in making the signs. <br /> <br />Public Works Director Olson replied the City will be able to act quickly since they will be <br />making their own signs. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Public Works Committee in Case No. 3 as follows: (a) the &aft policy <br />be reviewed and recommended for adoption; (b) the City authorize the pumhase of sign making <br />equipment in the amount of $20,000 to facilitate the production of these needed ad&ess signs as <br />soon as possible; and (c) that staff identify and send notices to developers who are responsible <br />for the installation of these signs pursuant to their development agreements with the City. <br />Funding should be $5,000 fi:om the Public Works sign account and $15,000 from the equipment <br />revolving loan fund. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Olson, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Cook. <br /> <br />Further discussion: Mayor Gamec commented people have asked him about the revitalization <br />signs that are up for a long time. He noted some of these signs have been up for almost one year. <br />Councilmember Strommen indicated this will be discussed at the next EDA meeting.
