COUNCIL TOPICS FOR DISCUSSION <br /> <br />1) Human Resources Study Presentation - Judy Skauge, Labor Relations <br /> Associates, Inc. <br /> <br />Judy Skauge, Labor Relations Association, Inc. presented a document explaining the <br />findings of her labor study comparing Ramsey to other cities of similar size and <br />population. <br /> <br />City Administrator Norman stated that this information will be brought back for <br />discussion at a later time; he did not expect any action on this from Council tonight but <br />wanted Council to be able to ask Ms. Skauge questions. <br /> <br />2) <br /> <br />City Hall Space Needs Presentation - David R. Kroos, Boarman, Kroos, <br />Pfister, Vogel & Associates <br /> <br />David Kroos of Boarman, Kroos, Pfister, Vogel & Associates presented some design <br />information and a space needs analysis for City Hall. <br /> <br />3) Brief Overview of Proposed Capital Improvement Program <br /> <br />City Administrator Norman gave background information on the format and changes for <br />the Capital Improvement Program. <br /> <br />Discussion ensued relating to the T.H. #47 project. <br /> <br />4) Comprehensive Plan <br /> <br />Councilmember Zimmerman commented that the Metropolitan Council is expecting that <br />Ramsey take on more population and instead of pushing us in a circle, he would expect <br />some land on Highway #10 might be a possibility. They are interested in developing. In <br />addition, Northfork has expressed some interest in sewer and water. He wondered if any <br />of the other Councilmembers were interested in looking at doing the Comp Plan to that <br />extent. <br /> <br />Councilmember Anderson asked if Councilmember Zimmerman is referring to residential <br />to which Councilmember Zimmerman replied yes. He suggested looking at extending <br />the MUSA line out there. <br /> <br />Councilmember Hendriksen stated that we need a spreadsheet that says where we are at <br />right now concerning units per acre. How many acres are in the MUSA, how many acres <br />are industrial and how many unites per acre? We should be able to see if we pass Met <br />Council's test. He asked if there is an electronic copy available of the comp plan as it <br />exists today and also if we could get a copy of Andover's comp plan as it exists today. <br />Councilmember Hendriksen expressed an interest in meeting with Brad Scheib of <br />Hoisington Koegler to hear justification for the mixed-use residential. <br /> <br />City Council Work Session/August 17, 1999 <br /> Page 2 of 3 <br /> <br /> <br />
