Case #10: Federal Energy Regulatory Commission Review of Environmental <br /> Assessment and Proposed Response <br /> <br />Community Development Director Sherman stated that Northern Natural Gas Company is <br />intending to install a 16 inch line within an existing easement that currently has a six inch line in <br />the northern part of Ramsey. The line provides natural gas to NSP and Minnegasco and is <br />needed to provide service to the Elk River-Ramsey area. As part of the process, the Federal <br />Energy Regulatory Commission (FERC) has sent the City a copy of the environmental <br />assessment of the proposed pipeline installation. The general findings are that the proposed <br />project route could be constructed in an environmentally acceptable manner. However, due to <br />the residential development along the existing route, FERC believes that their alternative route <br />would affect fewer residents. It is staff's opinion that, while fewer residences would be affected <br />now, it will affect people that currently are not impacted by a pipeline, and future development <br />will happen that will increase the number of affected residents in the future. <br /> <br />Councilmember Anderson stated that she was concerned of the idea of having two pipelines <br />through the community and if the alternative route is selected then the existing pipeline should be <br />removed. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to authorize <br />staff to prepare a letter for signature by the Mayor to be submitted to FERC stating that the City <br />of Ramsey prefers the existing route for expansion of natural gas service to the area. <br /> <br />Motion carded. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />MAYOR AND COUNCIL INPUT <br /> <br />1) Team Building <br /> <br />Councilmember Hendriksen stated that he would like to see a proposal from the team builder to <br />accomplish what has been requested and what may be appropriate based on what he has learned. <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Connolly, for a proposal to <br />be put together of requested projects by the team leader. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Connolly, Anderson <br />and Zimmerman.
