COUNCIL TOPICS FOR DISCUSSION

#1: Park and Recreation Commission Joint Session

A) Park/Trail Maintenance Report:

Parks/Utilities Supervisor Boos explained that the Council has requested that a maintenance
schedule be put together and he requested direction from the Council as to what they would like
to see included in the schedule. He reviewed the resources the City already has for maintenance
items. Mr. Boos suggested having a spreadsheet as part of the schedule to reflect the budget for a
project.

Councilmember Hendriksen questioned if the original cost of the project would be included in
the spreadsheet.

Parks/Utilities Supervisor Boos replied yes, but has not researched the information as to what
may be inclusive of the projects.

Councilmember Anderson questioned if any General Funds are used for park projects.

Parks/Utilities Supervisor Boos replied that 1999 is the first year the Parks Department has
received General Funds. He reviewed the funds that are used for park projects.

Commissioner Johns noted that park dedication funds are used for capital improvement, not
maintenance.

Councilmember Hendriksen stated that eventually park dedication will end and maintenance
costs will be going up, so the City needs to have a handle on how they are going to pay for the
maintenance of the parks and trails.

Commissioner Rolfe questioned if the Council is looking for a fixed date and time that park
equipment will need to be replaced and the life of a trail system, or looking for a maintenance
budget for year by year repairs.

Councihnember Hendriksen referenced the gazebo that was built at Alpine Park stating that the
roof will probably have to be replaced in 20 years and the City should budget for the
replacement.

Councilmember Connolly stated that she does not want the City be put in a position where
everything has to be replaced at once.

Commissioner Johns stated that it is difficult because there is so little money to go around.

City Council/September 21, 1999
