Councilmember Connolly questioned how many miles of trails the City currently has.

Parks/Utilities Supervisor Boos explained that there are 17 existing miles and the master trail
plan would have a total 68 miles. He reviewed the documents that the City currently has.

Commissioner Johns stated that she feels very strongly about the completion of the master trail
plan. She explained that the City is in a growing period and they have an opportunity to make a
great trail system. The trail system would be safer for the kids, and a great benefit for the
community. It would allow a connection of all of the major things around the City and the only
way a trail system will be accomplished is by completing a Master Trail Plan.

Commissioner Rolfe stated that the trail ways are needed and a master trail plan is also needed to
get funding. The question is how to accomplish the plan with the big factor being the time to
complete the project.

Councilmember Hendriksen stated that if somebody had an example of what funding the City
might receive that they would otherwise lose out on if they had a master trail plan today, then he
would not be opposed to spending the money to complete the plan. He requested a list of what
funding the City would be going for and the amount of funding that would be available.

City Administrator Norman noted that the main source of funding is LCMR.

Councilrnernber Anderson questioned if SRF would be willing to do the completion stages of the
Master Trail Plan and then put their name on it without doing the background work.

Councilmember Hendriksen stated that if they are referring to significant grants they could
receive by having a master trail plan, then $20,000 is not a lot of money to spend, however, if no
grants are received, then it is a lot of money.

Councilmember Anderson replied that they cannot guarantee grants.

Councilmember Hendriksen stated that he wants to know what grants the City will be going after
and what are the chances of success, and the potential gain, because he does not want to see a
document sitting on the shelf.

Councilmember Connolly stated that if the main reason for the master trail plan is for funding the
Trott Brook Trail then the City should be talking to neighboring cities in regards to funding.

Commissioner Rolfe replied that a trail plan needs to start somewhere.

Councilmember Connolly inquired if there are any plans for having various surfaces.

Commissioner Rolfe replied that there are a lot of options for trails.

City Council/September 21, 1999
