City Attorney Goodrich replied yes. <br /> <br />Councihnember Hendriksen requested that the possibility be reviewed. <br /> <br />Councilmember Connolly suggested using the funds for Community Park #5. <br /> <br />Zoning Administrator Frolik replied that the park would need to serve an area of lower to <br />moderate income. <br /> <br />Mayor Gamec requested that Staff review other options as well as the land acquisition for <br />ACCAP, and what percent can be applied to the Comprehensive Plan. <br /> <br />Case #10: Metropolitan Livable Communities <br /> <br />Zoning Administrator Frolik stated that legislation was passed in 1995 requiring the <br />Metropolitan Council to initiate an effort called Metropolitan Livable Communities. Since, <br />October 24, 1995, the City of Ramsey has been a participant in this program. The goals of the <br />program are to provide for equal distribution of affordable and life-cycle housing throughout the <br />Twin Cities. Each year at this time, the City is asked to pass a resolution agreeing to participate <br />in the prograrn for another year. Participation allows the City to compete for grant funding that <br />otherwise would not be available. <br /> <br />Councilmember Connolly stated that she would like to table the item to have a conversation with <br />Andover as to why they do not participate. <br /> <br />Councilmember Anderson replied that the City has needs for funding like Highway #10, which <br />Andover does not have. <br /> <br />City Administrator Norman explained that there is a redevelopment project that the City is <br />looking at that would include clean-up costs which would be eligible for grants. <br /> <br />Councilmember Connolly replied that Ando~er cleaned up a lot of junk yards without the grants <br />and she would like to know how. <br /> <br />Mayor Gamec noted that Andover received some funding through the legislature. <br /> <br />Councilmember Zimmerman stated that the City seems to be held hostage each time they don't <br />meet the approval of the met council. Each city should be able to make independent decisions. <br /> <br />Councilmember Hendriksen stated that he is suspicious of the motives of the Met Council. He <br />explained that when they are faced with cleaning up junk yards they are willing to hold funding <br />that causes a large pollution issue and yet one of their main concerns is supposed to be pollution. <br /> <br />City Council/October 12, 1999 <br /> Page 20 of 28 <br /> <br /> <br />
