Councilmember Anderson - Precinct 2 <br />Mayor Gamec - Precinct 3A <br />Councilmember Connolly - Precinct 3B <br />Councilmember Zimmerman - Precinct lA <br /> <br />Motion by Councilmember Hendriksen, seconded by Councilmember Zimmerman, to appoint <br />Mayor Gamec to Precinct 3A, Councilmember Anderson to Precinct 2, Councilmember <br />Connolly to Precinct 3B, Councilmember Hendriksen to Precinct lB, and Councilmember <br />Zimmennan to Precinct lA. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Hendriksen, Zimmerman, <br />Anderson, and Connolly. Voting No: None. <br /> <br />Case #5: <br /> <br />Consider Reallocation of Community Development Block Grant (CDBG) <br />Funds <br /> <br />City Administrator Norman stated that per Council's discussion on October 12, 1999, Staff <br />contacted the County regarding the eligibility of the following: a) reimbursement of City <br />expenses incurred to date in acquisition of property for an affordable housing development; b) <br />Community Park #5; c) development of handicap accessible trails in the vicinity of the senior <br />apartment building, Savannah Oaks; d) planning projects. There is a county-wide cap <br />(established by HUD) of 20% of CDBG funds being used for planning projects and 15% for <br />public service agencies. The funds we are looking to reallocate are from 1997 and 1998 and the <br />planning and public service percentage caps for the County are at maximum for those years. <br />However, in January, the City Council will be conducting their annual CDBG public hearing to <br />consider allocation of unallocated 1999 funds and 2000 funds. The amount of those funds will <br />be in the neighborhood of $50,000 and allocation towards planning projects could be made at <br />that time. As of the time of the meeting, no response from Anoka County regarding the other <br />potential projects mentioned by City Council had been received. <br /> <br />Councilmember Hendriksen stated that he is no longer inclined to continue with his <br />recommendation of allocating the CDBG funds for lowering City expenses in acquiring property <br />to be sold to ACCAP, because it may have an impact on the T.H. #47 project that is 80 percent <br />funded elsewhere. <br /> <br />Councilmember Connolly stated that she has talked to Lord of Life and they have expressed a <br />willingness to have a handicap accessible trail installed on their property. <br /> <br />Mayor Gamec inquired if the City had been denied using CDBG funds for a trail in the past. <br /> <br />Councilmember Connolly replied that she understands that if the trail includes railings and <br />benches it would be considered handicap accessible and she would like to continue to pursue the <br />idea further. <br /> <br />City Council/October 26, 1999 <br /> Page 8 of 16 <br /> <br /> <br />
