Page V-15:
Page V-16/17:

Page V17:
Page V 18:
Page V20:

Councilmember Hendriksen suggested the following for #5: add - a~er program
- "consistent with Metropolitan Council policy as described to the Ramsey City
Council on August 10, 1999. Mr. Koegler noted that the description would have
to be attached to the plan - or inserted. He stated he would like to see the minutes
fi'om that presentation.
no comment on changes
Councilmember Hendriksen commented on the third paragraph - density bonuses
- and wondered why we are not using the Met Council definition. He suggested
striking everything from the paragraph following.., rent of $684 per month. Mr.
Koegler stated he would reword that. Councilmember Hendriksen suggested that
the next paragraph should start with "As part of the PUD process, density credit
may be given... The phrase "would receive density credit" should be changed to
"may be given density credit". The rest of the paragraph should read as follows:
A maximum density of 5 units per net acre (for example) would then yield 200
units. The developer may be allowed to reduce lot sizes or mix housing styles in
order to preserve some or all of the remaining 10 acres in the Greenway as
permanent open space. This open space would not be left as unmanaged open
space (or an outlot) but required to be preserved as permanent open space through
park dedication or some land preservation tool such as a land trust or permanent
conservation easement acceptable to the City Council.
Last paragraph - Councilmember Hendriksen suggested crossing off "Mixed R-1
Low Density. Councilmember Anderson pointed out that Future was misspelled.
It was noted that the zoning map would be looked at - and what's added should
be what's in Iow density to medium and high density.
Mr. Koegler noted numbers 1, 2 and 3. No comment on the change in #1, #2 is
newly added - no comment. Councilmember Hendriksen inquired if #3 is even
needed - and suggested it be stricken.

Mr. Koegler stated that he will go back through the plan and anywhere density bonuses occurs,
he will review it to see if it belongs there. This brought the plan up to Page V-21 - and those
were previous changes. Mr. Koegler stated that he would make the suggested changes and get
the document back to Mr. Norman. He understood that this is a little closer to what Council
wants. Mr. Norman stated he would look at minutes from the joint meeting with Met Council to
find out the description talked about for page V~14.

ADJOURNMENT

The work session adjourned at 7:33 p.m.

Respectt submitted,

puty City Clerk

Comprehensive Plan Work Session/November 17, 1999
Page 2 of 2
