Planning Manager Larson said yes. <br /> <br />City Administrator Hagen asked Council and Staff about opportunities they see over the next one <br />to five years. <br /> <br />Economic Development Manager Sullivan shared that RALF properties are an opportunity as there <br />will be special rules that may apply with these. <br /> <br />Councilmember Musgrove asked if the RALF program is potentially going away. <br /> <br />Economic Development Manager Sullivan explained that the way the RALF program is set up is <br />that once the Highway 10 project is complete, these properties are supposed to be sold. He shared <br />they will need to get appraisals and sell the properties for this amount or higher. He noted the City <br />gets no proceeds for this and the funds go straight to the RALF funds. He added they are receiving <br />RALF revenue, and they are allowed to use this for property maintenance. He reiterated the <br />opportunity these RALF properties will be in the next few years. <br /> <br />Councilmember Musgrove noted that future growth, both residential and commercial, can also be <br />an opportunity for the City. <br /> <br />City Engineer/Public Works Director Westby shared that smart technologies could be an <br />opportunity. He noted they are currently utilizing some technologies, but not a lot. He said this <br />could be helpful when it comes to communication with residents. <br /> <br />Councilmember Musgrove asked if some of these technologies could also be used to help with <br />some of the language barriers that were discussed earlier. <br /> <br />City Engineer/Public Works Director Westby said it could potentially help with this. <br /> <br />Councilmember Riley noted the opportunities in the COR. <br /> <br />Councilmember Musgrove added that the water treatment plant is also an opportunity for education <br />and for management of the water program. She asked if they would need another water tower or <br />well. <br /> <br />City Engineer/Public Works Director Westby said they will need another well. <br /> <br />Councilmember Riley noted that the City’s identity is an opportunity. He said they are growing <br />and cleaning up Highway 10 so they can begin working again to define what Ramsey is. <br /> <br />Councilmember Olson added that public art is another opportunity. <br /> <br />Councilmember Musgrove said trail connections are an opportunity as there are already some they <br />have been talking about and others that also need connections. <br /> <br />City Council Special Work Session / February 1, 2024 <br />Page 17 of 20 <br /> <br />
