• <br />Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br />RESOLUTION #01 -07 -254 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0563 RELATING TO A <br />REQUEST FOR AN INTERIM USE PERMIT FOR THE OPERATION OF A <br />CONCRETE BATCH PLANT. <br />WHEREAS, Ballard Ready Mix, Inc., hereinafter referred to as "Applicant ", has <br />properly applied to the City of Ramsey (the "City ") for an interim use permit on the property <br />generally located west of Armstrong Boulevard and north of Highway #10 and legally described <br />as follows: <br />Unplatted Ramsey Township, the Northwest Quarter of the Northeast Quarter, <br />Section 29, Township 32, Range 25, Anoka County, Minnesota, except railroad <br />right of way, subject to easement to Rural Co -Op Power Assn. <br />(the "Subject Property ") <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) That the Applicant appeared before the Planning Commission for a public hearing <br />pursuant to Section 9.03.04 of the Ramsey City Code on July 12, 2001, and that the <br />public hearing was properly advertised and that the minutes of said public hearing are <br />hereby incorporated by reference. <br />2) That the size of the land use will be 300' x 300'. <br />• 3) That on June 8, 2001, the Applicant submitted a request for an interim use permit for the <br />concrete batch plant on the Subject Property. <br />4) That the Subject Property is zoned Industrial and the surrounding parcels are zoned <br />Industrial. <br />5) The concrete batch plant is portable and requires a silo and conveyor totaling <br />approximately 36 feet in height. <br />6) That the use is proposed to operate year -round for 24 months and run approximately 12 <br />hours per day, Monday through Saturday. <br />7) That the concrete batch plant will create truck traffic to and from the subject property on <br />an average of 16 -18 trucks per day when the plant is operating. <br />8) That the plant will receive access to Armstrong Boulevard via a thirty (30) foot wide <br />connection along the northerly side of Adolphson- Peterson, which owns the property <br />providing access to the subject property. <br />9) That demand for services fluctuates with the seasons and may require the extension of <br />hours of operation for short periods in the future. <br />10) That the applicant will generate the power and provide the water needed for the proposed <br />use. <br />11) That the proposed use will not adversely impact traffic in the area. <br />12) That the proposed use will not be dangerous or detrimental to persons residing or <br />working in the vicinity of the use or to the public welfare. <br />
