• <br />• <br />1620111 <br />2 - S -1 -c <br />Councilmember Hendriksen introduced the following resolution and moved for its adoption: <br />RESOLUTION #01 -07 -255 <br />RESOLUTION APPROVING THE ISSUANCE OF AN INTERIM USE PERMIT FOR <br />THE OPERATION OF A CONCRETE BATCH PLANT, BASED ON FINDINGS OF <br />FACT #0563, AND DECLARING TERMS OF SAME <br />WHEREAS, Ballard Ready Mix, Inc. (the "Permittee ") has properly applied to the City <br />of Ramsey (the "City ") for an interim use permit on the property generally located west of <br />Armstrong Boulevard and north of Highway #10 and legally described as follows: <br />Unplatted Ramsey Township, the Northwest Quarter of the Northeast Quarter, <br />Section 29, Township 32, Range 25, Anoka County, Minnesota, except railroad <br />right of way, subject to easement to Rural Co -Op Power Assn. <br />(the "Site "); and <br />WHEREAS, The Planning Commission met on July 12, 2001, conducted a public <br />hearing and recommended City Council approval of the request. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />1) The concrete batch plant will be permitted to operate until November 1, 2003 <br />2) That the hours of operation shall be from 6:00 a.m. to 8:00 p.m. Monday through Saturday. <br />Any variance from these hours of operation shall require prior special approval by the City <br />Administrator or his /her designee. The City Council shall be notified of the temporary <br />change in hours. <br />3) That any stock piles of material shall be limited to a maximum height of 12 feet as measured <br />from the existing ground elevation ation over which it is placed and shall be located no closer than <br />20 feet to any property boundary. <br />4) Driveway and approach shall be covered with class -5 with a minimum width of 24 -feet, be <br />compacted, and must include an area for turn - around. No parking shall be permitted along <br />driveway /approach. Dust control measures shall be implemented. <br />5) That off - street employee parking shall be provided such that there is at least one parking <br />space for each employee on the maximum working shift. <br />6) That no build -up of material shall be permitted on any haul roads. <br />7) That all costs incurred by the City in administering and enforcing this permit shall be the <br />responsibility of the Permittee. <br />
