Motion by Councilmember Zimmerman, seconded by Councilmember Hendriksen, to adopt <br />Resolution #99-12-233 authorizing the transfer of $360.00 from the Equipment Revolving Fund <br />to the General Fund to help fund the replacement of a motorized circular saw. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Hendriksen, <br />Anderson, and Connolly. Voting No: None. <br /> <br />7) <br /> <br />Consider Execution of Agreement for Highway #47 Consulting Services with <br />Leonard W. Levine & Associates, Inc. <br /> <br />City Administrator Norman stated that the City Council has been working with a variety of <br />issues surrounding the Highway #47 improvement project. The magnitude of the improvement <br />project has brought about a variety of complex issues. A suggestion of utilizing consulting <br />services of an individual who has past served as a commissioner for the Department of <br />Transportation (Mn/DOT) received favorable reaction from the City Council during a recent <br />work session. The City Administrator has contacted Mr. Levine and has discussed utilizing his <br />consulting services to determine the price status of the project, ascertain the availability of <br />funding sources, and provide the City with accurate information concerning the project's <br />construction schedule. Mr. Levine would work with Mn/DOT and its agents to gather <br />infonnation. In return for Mr. Levine's consulting services, the City would pay a retainer of <br />$3,500. <br /> <br />Councilmember Anderson inquired as to why a consultant is needed. <br /> <br />City Administrator Norman replied that there is still a lot of negotiating needed with Mn/DOT <br />that could have a large impact on additional funding received. <br /> <br />Mayor Gamec stated that they are getting into the final approval of project and with the lack of <br />staff there would be an advantage to the consultant. <br /> <br />Councilmember Zimmerman stated that if the City of Ramsey is to serve as the lead agency of <br />the project the City should have a contract in writing of who is responsible for what dollar <br />amounts so the City does not get stuck with having to come up with additional funds. <br /> <br />City Attorney Goodrich replied that he is not sure that the state would be willing to sign a <br />contract, but could attempt to receive some type of document. <br /> <br />Councihnember Hendriksen stated that as he reads the contract from Leonard W. Levine & <br />Associates and it states the City will be paying a $3,500 non-refundable fee with a sunset date of <br />January 31, 2000, and he would like the City Attorney to write something to protect the City <br />from having to pay additional fees and to make sure the proper amount of work is completed. <br /> <br />City Council/December 14, 1999 <br /> Page 16 of 18 <br /> <br /> <br />
