• <br />Mayor Gamec introduced the following resolution and moved for its adoption: <br />RESOLUTION #01 -09 -331 <br />A RESOLUTION CALLING FOR A SPECIAL CITYWIDE ELECTION FOR THE <br />PURPOSE OF VOTING ON CERTAIN CITY CHARTER AMENDMENTS PROPOSED <br />BY THE CHARTER COMMISSION AND ESTABLISHING THE SPECIFIC BALLOT <br />QUESTIONS TO BE VOTED UPON <br />WHEREAS, the City Charter Commission, by motion dated August 9, 2001, has <br />forwarded to the City Council, a recommended Charter Amendment providing for the <br />establishment of a Ward System for the election of four of the City Councilmembers, a copy of <br />which Amendment is attached hereto as EXHIBIT A; and <br />WHEREAS, the City Charter Commission, by motion dated August 9, 2001, has <br />forwarded to the City Council a recommended Charter Amendment providing for the <br />establishment of a Primary Election System, a copy of which Amendment is attached hereto as <br />Exhibit B; and <br />WHEREAS, the City Charter Commission, by motion dated September 6, 2001, has <br />forwarded to the City Council a recommended Charter Amendment providing that the required <br />number of signatures for initiative and referendum petitions shall be at least twenty percent of <br />the registered voters at the time of the last citywide election, a copy of which Amendment is <br />attached hereto as EXHIBIT D; and <br />WHEREAS, the City Charter Commission, by motion dated September 6, 2001, has <br />forwarded to the City Council a recommended Charter Amendment providing that no initiative, <br />referendum or recall ballot question shall be approved unless at least twenty -five percent of the <br />registered voters at the last citywide election vote on the ballot question and a majority of the <br />persons voting, vote in favor of the ballot question a copy of which Amendment is attached <br />hereto as EXHIBIT E; and <br />WHEREAS, the City Council, pursuant to State Statute, is obligated to schedule the <br />election on the recommended amendments within 90 days of receipt of the proposed <br />amendments; and <br />WHEREAS, a question of State law compliance has arisen with regard to the term ".. . <br />and the names of the candidates for each office may be arranged on the ballot alphabetically <br />according to the surname of each candidate."; and <br />WHEREAS, the City Council, pursuant to State Statute, is obligated to establish the <br />ballot question. <br />NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br />RESOLUTION #01 -09 -331 <br />PAGE 1 OF 2 <br />
