• <br />Councilmember Zimmerman introduced the following resolution and moved for its adoption: <br />RESOLUTION #01 -09 -362 <br />A RESOLUTION ADOPTING FINDINGS OF FACT #0575 RELATING TO A <br />REQUEST FROM DON AND NANCY YOUNG FOR A CONDITIONAL USE PERMIT <br />TO MAINTAIN TWO DWELLINGS ON THE PROPERTY LOCATED AT 6421 154' <br />LANE. <br />WHEREAS, the City of Ramsey received an application from Don and Nancy Young for <br />a conditional use permit to maintain a second dwelling on the property generally known as 6421 <br />154"' Lane and legally described as follows: <br />The East 200.0 feet of the West 2,266 feet of that part of the South half of the Northeast <br />Quarter of Section 22, Township 32, Range 25, Anoka County, Minnesota, lying north of <br />the South 986.35 feet of said South half of Northeast Quarter (subject to easements of <br />record). <br />( "Subject Property ") <br />NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br />RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA that the findings of fact relating <br />to the request are determined to be as follows: <br />1. That the Applicant's appeared before the Ramsey Planning Commission for a public <br />hearing pursuant to Section 9.03.04 of the City Code on September 4, 2001, and that said <br />public hearing was properly advertised, and that the minutes of said public hearing are <br />hereby incorporated as a part of these findings by reference. <br />2. That the Subject Property is approximately 1.37 acres in size. <br />3. That the Subject Property and surrounding parcels are zoned R -1 Rural Residential and <br />located in the Rural Transition Area and the Subject Property is not served by sanitary <br />sewer and municipal water. <br />4. That Section 9.11.01 (General Requirements) of City Code states that there shall not be <br />more than one main dwelling on a lot except as otherwise provided. <br />5. That the Applicants dwelling on the Subject Property is considered to be the main building <br />and the Applicants are requesting a second main dwelling on the Subject Property to <br />provide retirement living quarters for Mrs. Young's mother and future retirement living <br />quarters for the Applicants. <br />6. That City Code allows a total of 1,664 square feet of garage and accessory structures on the <br />Subject Property. <br />
