That the development of the Subject Property will eliminate two dead end streets, 158 Lane <br />N.W. and Lithium Street N.W., in the River Pines 2n Addition and Apple Ridge <br />subdivisions. <br />10. That the proposed zoning amendment will substantially adversely impair the use or market <br />value of any surrounding property. <br />11.
