9. That the draft March 2001 Comprehensive Plan proposes to change the land use on the <br />Subject Property from commercial to medium density residential. <br />10. That the proposed zoning amendment will not substantially adversely impair the use or <br />market value of any surrounding property. <br />11. That the proposed zoning amendment will not change the essential character of the area. <br />12. That the existing road infrastructure will be capable of accommodating, in a safe manner, <br />the additional traffic to be generated by the proposed change in land use. <br />13. That the proposed rezoning will be a benefit to the Community as a whole. <br />14.
