Councilmember Hendriksen introduced the following resolution and moved for its adoption: <br />RESOLUTION #01 -12 -430 <br />A RESOLUTION APPROVING FINDINGS OF FACT AND DENYING A REQUEST <br />FOR AN AMENDMENT TO THE COMPREHENSIVE PLAN <br />WHEREAS, on August 14, 2001, the City of Ramsey received a request for an <br />amendment to the Comprehensive Plan from Edina Development, Inc. (the Applicants) for the <br />purpose of amending the land use designation of the following legally described property: <br />That part of the Northeast Quarter of the Northwest Quarter of Section 24, <br />Township 32, Range 25, Anoka County, Minnesota, lying westerly of the center <br />line of State Trunk Highway No. 47; and <br />That part of the Southwest Quarter of the Northwest Quarter of Section 24, <br />Township 32, Range 25, Anoka County, Minnesota, lying north of the South <br />413.75 feet of said Southwest Quarter of the Northwest Quarter and lying <br />westerly of the center line of State Trunk Highway No. 47; and <br />That part of the South 413.75 feet of the Southwest Quarter of the Northwest <br />Quarter of Section 24, Township 32, Range 25, Anoka County, Minnesota, lying <br />westerly of the center line of State Trunk Highway No. 47; <br />(the Subject Property) <br />AND WHEREAS, the Comprehensive Plan Amendment approved in 1995 showed the <br />subject property's designated land use as commercial and low density residential; and <br />AND WHEREAS, the Applicants are requesting that the subject property's designated <br />land use be changed to High Density Residential; and <br />WHEREAS, the Ramsey Planning Commission met on September 10, 2001, conducted a <br />public hearing, and recommended that the Ramsey City Council approve the request for an <br />amendment to the Comprehensive Plan; and <br />WHEREAS, the City finds that the adjacent land uses are designated as low density <br />residential that allows up to four units per acre and that the proposed high density residential use <br />allows for up to fifteen units per acre; and <br />WHEREAS, the applicant's request to change the land use designation of the subject <br />property to high density residential will increase the density of the Subject Property to four times <br />of that of the surrounding property; and <br />
