Councilmember introduced the following resolution and moved for its adoption: <br /> RESOLUTION#24-077 <br /> RESOLUTION AUTHORIZING THE CITY OF RAMSEY TO SUBMIT INFORMATION <br /> TO THE MINNESOTA PUBLIC FACILITIES AUTHORITY (MPFA) AND TO ENTER <br /> INTO A GRANT AGREEMENT WITH THE MPFA <br /> WHEREAS,under the provisions contained in Laws of Minnesota 2023 chapter 72, article 2, <br /> section 10, subd. 12, $3,200,000 was appropriated to the MPFA"For a grant to the city of Ramsey <br /> to construct a new water treatment facility to remove manganese and iron from the city's water <br /> supply."; and <br /> WHEREAS,to receive this money,the City of Ramsey must submit required information and <br /> enter into a Grant Agreement with the MPFA. <br /> NOW THEREFORE, BE IT RESOLVED BY THIS CITY COUNCIL OF THE CITY OF <br /> RAMSEY, ANOKA COUNTY, STATE OF MINNESOTA, as follows: <br /> 1) That the City of Ramsey has the legal authority to apply for the grant, and the financial, <br /> technical, and managerial capacity to ensure proper construction, operation and <br /> maintenance of the project for its design life. <br /> 2) That the Grant Agreement shall be executed on behalf of the City of Ramsey by the <br /> signature of its Mayor and its City Administrator. In the event of disability or <br /> resignation or other absence of either such officer, the Grant Agreement may be signed <br /> by the manual signature of that officer who may act on behalf of such absent or disabled <br /> officer. In case either such officer whose signature shall appear on the Grant <br /> Agreement shall cease to be such officer before delivery of the Grant Agreement, such <br /> signature shall nevertheless be valid and sufficient for all purposes, the same as if he <br /> or she had remained in office until delivery. <br /> The motion for the adoption of the foregoing resolution was duly seconded by Councilmember <br /> and upon vote being taken thereon, the following voted in favor thereof: <br /> Mayor Kuzma <br /> Councilmember Musgrove <br /> Councilmember Specht <br /> Councilmember Howell <br /> Councilmember Riley <br /> Councilmember Woestehoff <br /> and the following voted against the same: <br /> None <br />
