b. The vehicle is brought to a complete stop before crossing the shoulder or entering upon the <br /> traveled portion of the street,road or highway. <br /> C. The driver yields the right-of-way to all oncoming traffic that constitutes an immediate hazard. <br /> d. In the case of a divided highway,the crossing shall be made only at an intersection of the <br /> highway with another street or road. <br /> e. If the crossing is made during period of one-half hour after sunset to one-half hour before sunrise <br /> or in conditions of reduced visibility,the front and rear lights of the vehicle must be on. <br /> (2) A golf cart my only be operated with the number of passengers that it was designed to carry. <br /> (3) If ridden on a roadway, persons driving must be 18 years of age or older. <br /> (d) Golf cart equipment requirements. <br /> (1) Slow moving vehicle emblem. <br /> (2) Operable horn. <br /> (3) Seat belts for driver and passengers. <br /> (e) Every person operating a golf cart on the roadway has the rights and duties applicable to the driver of any <br /> other vehicle under the provisions of the Minn.Stats. chapter 169,except those provisions that cannot be <br /> reasonably applied. <br /> (f) Every operator/owner of a golf cart must be able to provide proof of insurance when required,by an <br /> authorized enforcement officer,complying with Minn.Stats. § 6513.48,subd 5. <br /> (g) For a golf cart to be used off of the owner's property,the owner first must request and obtain a City of <br /> Ramsey permit from the police department. <br /> (h) Permits. <br /> (1) A permit application containing the following information must be completed and approved by the <br /> city's police department, prior to receiving a permit. <br /> a. Registered owner's name,address and telephone number. <br /> b. Make, model,and vehicle identification number of the golf cart. <br /> C. Proof of liability insurance for the golf cart. <br /> (2) Permits must be affixed to the lower center windshield area or other location visible from the front <br /> center of the recreational vehicle. <br /> (3) A permit will be valid for a maximum term of three years. <br /> (4) A permit may be revoked for a violation of any provision of this article, after due investigation by the <br /> city's police department and final determination by the police chief.Any revocation may be appealed <br /> to the city council by providing a request for appeal in writing within 14 days of the final revocation. <br /> The revocation will remain in force until the appeal process has been completed. <br /> (Ord. No. 12-07, §3,6-12-2012) <br /> Sec. 54-100. Operation regulations for snowmobiles. <br /> (a) Designated non-use areas. Snowmobiles may not be operated in the designated non-use areas except in <br /> those limited areas where permitted as follows: <br /> (1) Within the non-use area,access to Elmcrest Park and Central Park will be made and restricted to <br /> loading and unloading of snowmobiles in the parking lots only. <br /> Page 15 of 17 <br />
