Further discussion: Councilmember Elvig directed staff to keep an eye on the administrative
fees. Councilmember Jeffrey inquired about the process of proceeding with the suggestion of
posting the street for no construction traffic. Public Works Director Olson indicated this
suggestion can be discussed at the next Public Works Committee meeting. Mayor Gamec
indicated he would be cautious about posting the road due to the possible precedent this would
set. Councilmember Jeffrey suggested a weight restriction on the road due to the condition of
the unimproved surface. Councilmember Elvig suggested a weight or speed restriction due to
the dirt road and the heavy equipment on the road. Public Works Director Olson indicated this
issue will be included on the agenda of the June Public Works Committee meeting.

Motion carded. Voting Yes: Mayor Gamec, Councilmembers Elvig, Olson, Cook, Jeffrey,
Pearson, and Strommen. Voting No: None.

City Engineer Jankowski indicated the Council will be asked to authorize this project at the June
13 meeting ifthere is not apetition submitted opposing the project. Letters will be sent out this
week to the residents outlining the revised cost estimate based on the Council's discussion, and
they will be notified that the deadline for the petition against the project has been extended to
June 9th.

Case #4: Request for Preliminary Plat of Ebony Addition: Case of City of Ramsey

Community Development Director Tmdgeon explained the City of Ramsey is seeking to replat
the land generally located on the southwest comer of Ebony Street and 141st Avenue. The
purpose of this subdivision is to assemble two lots to create one buildable lot. As part of the
subdivision, the City will plat the southern extent of Ebony Street and the portion of McKinley
Street that lies on the subject property. This land will be sold and, with TIF assistance, will be
developed in the future. Mr. Tmdgeon advised the site will receive access from Ebony Street.
The construction of Ebony Street and McKinley Street will coincide with the platting of Ebony
Addition.

Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to approve the
preliminary plat for Ebony Addition, contingent upon compliance with the City Staff Review
Letter dated January 27, 2006, revised April 28, 2006.

Motion carried. Voting Yes: Mayor Gamec, Councilmembers Jeffrey, Cook, Elvig, Olson,
Pearson, and Strommen. Voting No: None.

Case #5:

Request for Final Plat for River Pines 6th Addition; Case of Oalovood Land
Development

Community Development Director Tmdgeon indicated Oakwood Land Development has applied
for a minor subdivision to create two lots from an existing lot, legally described as Lot 1, Block
3, River Pines 5th Addition. The property is located in the R-I MUSA area, and sewer and water
services have been stubbed to accommodate homes on both lots. The newly created lots conform
to all lot size and width requirements. Currently there is an existing 30 foot drainage and utility
easement across the northwest portion of the site. Stormwater pipes are underneath this
easement, and staff has determined that it is acceptable to vacate 10 feet of this easement to
allow the addition of a second lot. The easement vacation was introduced at the May 9, 2006
City Council meeting. Mr. Tmdgeon advised staff is requiting the extension of the sidewalk on
City Council / May 23, 2006
