The second ramp was identified to be located
within the property currently known as Outlot L, Ramsey Town Center Addition. The only
avenue to convey land to the City is through a Registered Land Survey (RLS). Mr. Trudgeon
stated the RLS shows two parcels, Tract A and Tract B. The City will be receiving Tract B,
which is approximately 1.99 acres in size, for the future parking ramp. The proposed Tract B is
consistent with the original size and location for the second parking ramp. The City is working
with Ramsey Town Center, LLC to secure proper access to Tract B from public streets in a
recordable form.

City Attorney Goodrich advised the motion should state that the RLS is subject to legally
recordable access to Tract B being provided to the City, and the size of Tract B as determined by
the City Attorney.

Motion by Councilmember Jeffrey, seconded by Councilmember Cook, to adopt Resolution #06-
05-154 approving a Registered Land Survey for Outlot L, Ramsey Town Center Addition,
subject to legally recordable access to Tract B being provided to the City, and the size of Tract B
as determined by the City Attorney.

Further discussion: Mayor Gamec inquired if RTC will be building the ramp. City Attomey
Goodrich responded in the negative. They are trying to get the land issues in order; the City still
has title to Outlot L.

City Council / May 9, 2006
