Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Finance Committee in Case Nos. 1, 2 and Committee Input, and to adopt <br />Resolution #06-05-155 authorizing the internal loan of $2.25 million from the Equipment <br />Revolving Fund for the Ramsey Crossings Project with the understanding that all fees plus 4.5% <br />interest will be paid back to the fund by December 31, 2006; to adopt Resolutimi #06-05-156 to <br />authorize extending the contract with Bonnie L. Balach for specml legislation consulting servmes <br />in the amount of $5,000; and to direct staff to work out a payment plan with the resident that <br />contacted staffregarding the large water bill due to her irrigation system not being winterized. <br /> <br />Further discussion: Mayor Gamec inquired what the remaining balance will be in the Equipment <br />Revolving Fund after the internal loan is completed for the Ramsey Crossings Project. City <br />Administrator Norman replied this information will be supplied to the Council. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Olson, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Cook. <br /> <br />Further discussion: Councilmember Elvig indicated two of the three Ramsey Crossings Project <br />RFP's acknowledged that the soft costs would be paid back. <br /> <br />Case #11: Report from Housing and Redevelopment Authority <br /> <br />A) Nomination of Officers <br /> <br />Councilmember Olson stated the first action in the HRA meeting was a change in the Chair from <br />Councilmember Strommen to herself. <br /> <br />1) Maxfield Housing Market Study <br /> <br />Councilmember Olson stated Jay Thompson from Maxfield Research was present to review the <br />highlights of the market analysis regarding the need for workforce and senior housing in the <br />City. The recommendation of the HRA was that the Council accept the Maxfield Study as a <br />planning tool to be used in the drafting of the City's Housing Plan. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the HRA in Case No. 1 and to accept the Maxfield Housing Market Study. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Olson, Jeffrey, Elvig, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Cook. <br /> <br />2) <br /> <br />Consider Request for Allocation of Ramsey Dedicated Anoka County Housing <br />and Redevelopment Authority (ACHRA) Levy Revenue for Ramsey Town <br />Center Apartment Project <br /> <br />Councilmember Olson explained the City has received an application for site plan approval from <br />Anoka County Community Action Program (ACCAP) and J. Johnson, Inc., for a mixed-use, <br />mixed-income building in the Ramsey Town Center.
