Further discussion: Councilmember Elvig noted this is a loan to a private entity that is from <br />dollars the taxpayers' have already paid that are sitting in a pool and not being utilized. Getting <br />this money in action to build out Town Center is a win/win situation. <br /> <br />Motion carded. Voting Yes: Councilmembers Olson, Pearson, Elvig, Jeffrey, and Strommen. <br />Voting No: None. Abstain: Mayor Gamec. Absent: Councilmember Cook. <br /> <br />Mayor Gamec clarified he is abstaining from this vote because he was not present for the entire <br />discussion during the HRA meeting. Based on the comments he heard he would be in favor of <br />the project. <br /> <br />3) Housing Plan Update <br /> <br />Councilmember Olson reviewed that at the September 13, 2005 HRA meeting, the Council <br />directed staff to initiate the planning process for a Master Housing Plan for the City. Since <br />September, staffhas been reviewing other cities' housing plans. Staff has also created a housing <br />survey to generate ideas on housing issues facing the City. Staff is currently fine-tuning the <br />survey and plans to distribute the survey to the Council and Commissions over the coming <br />weeks. Staff also plans to distribute a shortened version to the public. Once the survey is <br />complete, staffwill bring the results to the HRA to begin drafting housing goals. <br /> <br />Case #12: Report from Public Works Committee <br /> <br />I) Salt Storage Building <br /> <br />Public Works Supervisor Reimer explained currently listed in the CIP is a salt storage building, <br />Project #04-BLDG-005 with a budget of $150,000. The building would consist of a fabric cover <br />stretched over a steel super structure and would be placed on an asphalt pad. The pad is needed <br />to keep the salt from leaching into the soil, and would be constructed with in-house labor. One <br />advantage of this type of building is that it can be disassembled in the future and moved to a <br />different site as needed. Additional sections can also be added to increase capacity if the need <br />arises in the future. The size recommended by staff is 70' x 100' and is capable of storing <br />approximately 3,300 tons of material. This would allow for inside loading and unloading of <br />material, plus the ability to store different types of de-icing material, including a salt brine tank <br />for future pre-wetting systems. The current salt storage building holds approximately 200 tons. <br />Mr. Reimer explained the City's de-icing material at this time is crushed rock salt, which is <br />effective when pavement temperatures are at 20 degrees and rising. With the new building staff <br />will have the ability to keep a supply of treated salt for times when pavement drops below 20 <br />degrees. Proper storage is an important step in the overall equation as it would offer additional <br />space to store the new de-icing chemicals, plus offer covered loading and unloading and the <br />ability to order all of the salt at the beginning of the season. Staff estimates the cost of the <br />storage building, plus bituminous pad would be approximately $165,000. <br /> <br />Public Works Director Olson noted the importance of the storage building being movable, <br />knowing in the future Public Works will be moving to a different location with more land <br /> <br />City Council / May 9, 2006 <br /> Page 23 of 30 <br /> <br /> <br />
