expected to travel between Elmcrest Park and the businesses located north of 167th Avenue at the <br />TH 47 intersection. Staff has reviewed the location and is recommending that a crosswalk be <br />installed across 167th Avenue in line with the east side of Quicksilver Street. The cost associated <br />with this signage is approximately $1,000, which would come from the Public Works signs <br />account. Staff would not recommend the spacing between TH 47 and Quicksilver Street be <br />utilized to evaluate a crossing for any other type of crosswalk. It is the unique nature of this area <br />that warrants the crosswalk, with the primary entrance to the park. The Committee <br />recommended the crossing be installed at the intersection of 167th Avenue and Quicksilver Street <br />and that funding come from the Pubic Works sign account, and to acknowledge that the spacing <br />distance of this crossing form TH 47 should not be used to justify the need for any future <br />crosswalk location. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to ratify the <br />recommendation of the Public Works Committee in Case Nos. 4 and 5 to authorize that an <br />amendment to the sign ordinance to be developed with the assis~nce of the City Attorney to <br />allow for progressive penalties for repeated violations of the placement of signs in the public <br />rights-of-way; and to authorize that a pedestrian crossing be installed at the intersection of 167th <br />Avenue and Quicksilver Street and that funding come from the Public Works sign account, and <br />to acknowledge that the spacing distance of this crossing from TH 47 should not be used to <br />justify the need for any future crosswalk location, but rather this crossing is being authorized <br />because of the unique pedestrian traffic patterns of this location. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Elvig, Jeffrey, Olson, Pearson, <br />and Strommen. Voting No: None. Absent: Councilmember Cook. <br /> <br />6) Consider Alternatives to Address Ermine Boulevard Floodplain Issue <br /> <br />Public Works Director Olson explained last spring the City was made aware of a possible <br />violation of floodplain regulations at 9421 Ermine Boulevard NW. A May 12, 2005 letter from <br />Mr. David Scheim of FEMA resulted from an investigation of a request by Mr. Joel Bums, the <br />property owner of 9421 Ermine Boulevard for a letter of map Revision in November 2003. This <br />issue was presented to the Public Works Committee at the July 19, 2005 meeting, resulting in the <br />authorization of a proposal from the Polaris Group to verify the accuracy of the floodplain maps <br />and to address possible solutions to this issue. Polaris has completed their work and has <br />prepared a report of this situation. Mr. Olson reviewed the following alternatives for <br />consideration: <br /> <br />· Alternative 1 Move Structure- Cost $90,000 to $130,000 <br /> The house and the accessory structures could be moved out of the floodway and onto an <br /> adjacent lot owned by the City immediately to the west. <br />· Alternative 2 Property Buyout- Cost $115,000 <br /> The house would be purchased under a 50% cost share program available through the <br /> MnDNR and the house and foundation would be removed. The funding for the DNR <br /> share of this alternative is not guaranteed and there will be competition for funding. <br />· Alternative $ Regrade Ermine Street west of Property - Cost $$$,000 <br /> <br />City Council / May 9, 2006 <br />Page 27 of 30 <br /> <br /> <br />
