Board Member Bentz asked what kind of grant this would be and what is the process they would
have to go through to explain and present their plans.
Acting Chairperson McDilda proposed going to Council for the $33,000 and explain what is
gained between the bare bones and the $33,000 proposal.
Board Member Benz expressed concerns that if they go to Council to request funds and then also
tell them they are trying for the grant money that the Council could decide to hold up the process
until they have the answers.
Acting Chairperson McDilda stated that the Board should report and explain the grant
application process to Council. He suggested having Peterson Environmental present the
information to Council noting that they could very effectively explain what is done within each
option and then let Council make their own decision.
Acting Chairperson McDilda suggested reviewing this with Council Liaison Strommen and to
ask her to discuss the process with Council during a work session. He stated that he would meet
with her and also have her contact Mr. Anderson for any additional information that she might
need.
Motion by Acting Chair McDilda and seconded by Board Member Sibilski to recommend to
Council Option 1 for $33,320.00 for Peterson Environmental Wetlands Inventory based on
proposal dated June 6, 2005, and forward to Council for consideration, Option 2, for $67,081.00
for a grant proposal through the Metropolitan Council Environmental Services.
Motion carried. Voting Yes: Acting Chairperson McDilda, Board Member, Sibilski, Bentz,
Freeburg, and Olds. Voting No: None. Absent: Board Member Hustvedt and Max.
Case #3: Set July and September Meeting Dates
Acting Chairperson McDilda asked Mr. Anderson to try to get the proposed wetlands ordinance
scheduled for the July 7th Planning Commission meeting. He stated that the next scheduled
meeting for the Board is July 18th, which would give them time to discuss and prepare for an
opportunity to present at the City Council meeting on July 26, 2005.
Mr. Anderson reviewed noting that the grant would be awarded in August. He stated that the
proposed numbers would be based on City Staff doing most of the initial legwork and the
contracts would probably be signed the first week in September and they could begin spending
immediately.
Acting Chairperson McDilda recommended scheduling the July 18th Board meeting for the
purpose of preparing for their presentation to Council.
The Board agreed to hold the schedule for their July 18th meeting for the purpose of preparing
their presentation to Council.
Motion by Board Member Olds and seconded by Board Member Sibilski to maintain the
schedule for the Ramsey Environmental Policy Board meetings as follows: Monday, July 18,
2005 remains on the schedule; Monday, August 1, 2005 remains on the schedule; cancel the
Environmental Policy Board / June 20, 2005
Page 8 of 9
