COMPLETE AUTO SERVICE RAMSEY,INC. <br /> DEVELOPMENT AGREEMENT <br /> CITY OF RAMSEY,ANOKA COUNTY,MINNESOTA <br /> This Agreement(hereinafter the"Agreement")is dated as of this 23rd day of April,2024, and is by <br /> and between the City of Ramsey, a Minnesota municipal corporation (the "CITY") and MW <br /> PROPERTIES,LLC, a limited liability corporation under the laws of Minnesota, (the"PERMITTEE"). <br /> Recitals <br /> A. The PERMITTEE is the fee title owner of land generally known as 5195 142nd Avenue NW, <br /> Ramsey, MN 55303 and Outlot G,Rivers Bend 3rd Addition, legally described as: <br /> Lot 1, Block 1, Rivers Bend Plaza 2nd Addition, Anoka County, Minnesota and Outlot G, <br /> Rivers Bend 3rd Addition,Anoka County, Minnesota. <br /> (together, the"Subject Property") <br /> B. That on February 12,2024,the CITY received a Land Use Application from Classic Construction, <br /> Inc.,on behalf of the PERMITTEE,requesting approval of a Site Plan and Conditional Use Permit <br /> for an automotive repair business,as well as a Variance to the impervious surfacing standard in the <br /> Scenic River Protection Overlay District,as part of a proposal to construct a new automotive repair <br /> facility and associated improvements (cumulatively, the "New Building") on the Subject <br /> Property. <br /> C. That on March 28, 2024, the Planning Commission approved a Variance to the impervious <br /> surfacing standard of the Scenic River Protection Overlay District. <br /> D. That April 9, 2024, the City Council approved the Site Plan and Conditional Use Permit for the <br /> proposed New Building. <br /> E.
