5. 14. <br /> CC Regular Session <br /> Meeting Date: 04/23/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Information <br /> Title <br /> Adopt Resolution#24-113 Accepting Proposals and Awarding Televising Contract for Improvement Project <br /> #24-051 MSA Xkimo Street Reconstruction and Improvement Project#24-07, 2024 Neighborhood Pavement <br /> Overlay Improvements <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-113 accepting proposals and awarding televising contract for <br /> Improvement Project#24-05, MSA Xkimo Street Reconstruction and Improvement Project#24-07, 2024 <br /> Neighborhood Pavement Overlay Improvements. <br /> Background: <br /> Testing of existing municipal utilities, which includes sanitary sewer, storm sewer, and watermain, is standard <br /> practice when designing street reconstruction projects.Newly paved streets in Ramsey are anticipated to have a <br /> 60-year life span, assuming proactive maintenance. Identifying damaged or failing municipal utilities under <br /> streets before they are reconstructed allows the required repair or replacement work to be completed as part of the <br /> street reconstruction project before the new pavement is placed,preventing costly pavement repairs after the fact. <br /> Utilities testing consists of first cleaning the pipe with a water j etter,then using a camera to televise the inside of <br /> the sewer pipes (sanitary and storm). Sound enhancement equipment is used to listen for leaks in watermain <br /> between hydrants and valves. Staff does not have the equipment needed to complete this work in-house, Public <br /> Works Staff does not have the staff hours to clean the sewer pipes in advance of being televised. <br /> Pipe Televising Proposals—Sanitary and Storm Sewer <br /> Televising sewer pipes informs Staff of the conditions of the pipes, and locates existing damage, if present. This <br /> allows Staff to include the required repair or replacement work for any damaged pipes into the street <br /> reconstruction plans,which is more cost effective than doing repairs as standalone projects, or as change orders <br /> during the reconstruction project. <br /> Staff requested proposals for additional televising necessary due to the addition of cul-de-sacs adjacent to Xkimo <br /> Street,not included in the initial televising area. Additionally,proposals for televising the storm sewer pipe under <br /> Bowers Drive. This is due to the addition of storm sewer improvements as part of the Bowers Drive overlay <br /> improvements.
