2. 3.
CC Work Session
Meeting Date: 04/23/2024
Primary Strategic Plan Initiative: Strive for high organizational morale and employee retention.
Information
Title:
Continue Discussions Regarding Proposed Updates to the Personnel Policy
Purpose/Background:
The purpose of this case is to provide the City Council with continued information on proposed updates to the
Personnel Policy and to seek feedback regarding any revisions the City Council would like to see included in the
updated policy. The current Personnel Policy was adopted on March 13, 2018. Staff and the City Council have
discussed updates to the City's Personnel Policy on November 28, December 12, February 26 and now on April
23. High priority sections of the policy were adopted in December.
So far, staff have discussed and received feedback from the City Council on sections one, two, three, four, and
twelve. Most of section five and portions of section six have been reviewed. However, it was agreed the next
work session would start with section 5.8,which covers Severance Pay. Section six requires discussion regarding
possible revisions to the vacation accrual schedule; see attached related documents to support section 5.8 and 6.
Section Six-Leave: Includes regulations required by statute, and therefore cannot be eliminated, such as Family
and Medical Leave,Bone Marrow Donation,Military Leave, Pregnancy and parenting Leave, School Conference
and Activities Leave, and Jury of Witness Duty. Previously, it was requested to color code said sections of the
policy to indicate areas that do not require the City Council's attention; gray shading has been added to these
sections.
The hope would be to cover sections 5.8 through section 10 this evening, leaving section 11 and a final overview
of the entire policy for the May 28th Work Session followed by adoption in June. Prior to this policy being
brought forward for adoption, all formatting will be corrected, and the City Attorney will review the entire policy
in order to ensure the content is consistent with federal and state law.
Timeframe:
Funding Source:
Not Applicable.
Responsible Party(ies):
Colleen Lasher, Administrative Services Director
Brian Hagen, City Administrator
Outcome:
Based on discussion, to progress toward an updated Personnel Policy.
Attachments
Draft Policy 5-8 10
