Some of the Councilmembers wanted to keep the residential district designations as they are <br />today. Consideration should be given to updating the designation as proposed, but adding a <br />grandfather clause for existing homes, or considering using an overlay approach. The major <br />objection to changing to a designation of R-1 for all single-family districts, in or out of the <br />MUSA, is the large lots within the MUSA area. <br />Mayor Gamec left at 7:20 p.m., and Councilmember Zimmerman became Chairperson. <br />Mr. Gordon pointed out that the zoning needs to match the Comprehensive Plan by the deadline <br />of 9 months from the day the Comprehensive Plan was adopted. <br />Subdivision 3: Conditional Use Permit <br />Mr. Gordon explained that Conditional Use Permits are assigned to churches, parish houses and <br />convents because they work well in residential neighborhoods. Consensus was to leave them as <br />conditional uses. <br />Work on the discrepancy in listing Commercial Horseboarding under Subdivision 3: Conditional <br />Use Permit, and listing Noncommercial Horseboarding under Subdivision 2. <br />Discuss Home Occupations in accordance with section 9.11.04 and add detail relating to code. <br />Subdivision 5: General Residential Performance Standards <br />B. Driveways and Access Roads <br />Change language to include "al least one main thoroughfare through the development" each time <br />the phrase appears. <br />Change B.1.c. from 30 to 32 feet. <br />Change B.1.d. from 150 feet to 200 feet. <br />Solicit Fire Department comments relating to Item B.1.e: Private street length. <br />C. Fences <br />Add language relating to the continuity in fences on a busy street.
