CHAPTER 9 COMMITTEE <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br />The Ramsey Chapter 9 Committee conducted a work session on Thursday, March 21, 2002, at <br />the Ramsey Fire Station Number No. 2, 15050 Armstrong Boulevard NW, Ramsey, Minnesota. <br />Members Present: <br />Also Present: <br />Mayor Tom Gamec <br />Councilmember Susan Anderson <br />Councilmember Terry Hendriksen <br />Councilmember Patti Kurak <br />Councilmember Gerald Zimmerman (arrived at 7:00 p.m.) <br />Planning Commission Chairperson Michael Nixt <br />(arrived at 7:00 p.m.) <br />Planning Commission Member Michael Reeve <br />Principal Planner Patrick Trudgeon <br />Community Development Assistant Megan Wald <br />Community Development Director Sylvia Frolik <br />City Administrator James E. Norman <br />Hoisington Koegler Consultant Loren Gordon <br />Mayor Gamec called the Chapter 9 Committee to order at 6:40 p.m. <br />DISCUSSION <br />A discussion ensued regarding the unresolved issues listed in Loren Gordon's memo of March <br />11, 2002: <br />1) R-1 Rural/R-1 Urban District Discussion - <br />Loren Gordon stated that the intent of eliminating the `rural' and `urban' labels from the single <br />family zoning districts avoids the necessity to rezone single family rural residential to single <br />family urban residential as property is brought into the Metropolitan Urban Service Area. <br />Councilmember Hendriksen explained that there is an essential rural character to parts of <br />Ramsey and it is very different than the essence of the urbanized area. There are performance <br />standards proposed in the new R-1 section that many people in the large lot rural area would not <br />like applied to the rural section of the City. For example, limiting permitted fence materials to <br />board and chain link; neither of which are appropriate for horses. There is a need for a single <br />family rural district in order to have rural regulations that protect people that choose to live in the <br />rural section and want a rural lifestyle. <br />Mr. Gordon stated that the performance standards that Councilmember Hendriksen refers to are <br />not proposed to change. Property or development rights will be based on lot size, just as they are <br />today. <br />
