PUBLIC HEARINGS/COMMISSION BUSINESS <br />5.01: Update on Ordinance #14-14 Amending City Code Section 117-118 Entitled The <br />COR Amending Minimum Floor Area Ratio and Maximum Parking Requirements <br />in The COR-1 Sub -District <br />Presentation <br />Community Development Director Gladhill presented the staff report stating the purpose of this <br />case is to review the status of Ordinance #14-14 amending City Code to lower the minimum Floor <br />Area Ratio from 0.75 to 0.65 in The COR-1 Sub -District. The Planning Commission requested <br />an opportunity to review the amendment after the City Council introduced the ordinance, but <br />before adoption. A key component of the request was to review additional visual materials to <br />better understand the concept of Floor Area Ratio. He provided the Commission with a detailed <br />presentation on the proposed land use densities for The COR. It was noted the Council has <br />directed staff to consider an ordinance that would lower minimum density requirements in the <br />COR-1 Sub -District and study how this amendment would impact the remainder of the future <br />development of The COR, while still generally preserving the vision of the Development Plan. <br />Commission Business <br />Commissioner VanScoy asked for clarification on how the City would reach the three desired <br />outcomes within the policy change. <br />Community Development Director Gladhill explained it was unlikely the City would achieve the <br />vision of a parking ramp without public subsidy. He indicated the Metropolitan Council could be <br />approached to assist with the original vision. <br />Commissioner VanScoy questioned what the City would do if it did not meet the Metropolitan <br />Council density goals. <br />Community Development Director Gladhill indicated the goals would need to be reevaluated <br />along with the household forecasts. <br />Commissioner VanScoy inquired if the priority for the City was to have residential density. <br />Community Development Director Gladhill commented that as a matter of policy the City was <br />hoping to develop The COR-1 with high quality mixed uses. <br />Commissioner VanScoy went on record stating he opposed the proposed change as he feared how <br />it would impact the entire COR.
